| HC asks CJM to ensure presence of IRCON Engineers | | Much publicized sex-scandal involving lady police cop. | |

Justice Bashir A Kirmani of J &K High Court Srinagar Wing in a much publicized sex-scam involving lady-police constables asked the Chief Judicial Magistrate Srinagar to take all lawful steps to ensure presence of IRCON Engineers involved, if any, before the Investigating Agency for investigation as may be required of them and also issued necessary orders to BSNL for extending full cooperation to Crime Branch for concluding investigation.
Justice Kirmani in this order observed that in a writ petition filed by the petitioner Feroz Ahmed Nazar, ASI who was demoted to the rank of Head Constable, Court had directed the Crime Branch to take note of the criminal aspects of the case percolating from statements of the witnesses purporting to have been recorded against petitioner by the concerned enquiry officer where from it transpired that the petitioner Feroz Ahmed Nazar while posted as Incharge deployment ladies contingent was extracting money from lady constables for letting them off the duty unauthorizedly and also indulged in their sexual exploitation by coercing them into illicit sex. CJM Srinagar was directed to monitor the follow-up action to be taken by the crime branch and furnish report.
Accordingly the CJM Srinagar furnished first report, according to which Crime Branch has registered a case in the matter and examined three lady constables who have stood by their statement given before the Enquiry Officer. He has, however, reported that the IRCON engineers reportedly involved in the case have not presented themselves before the Investigating Agency despite asking. CJM has also informed that officials of the BSNL’s to have not furnished the demanded details regarding certain mobile phones and the call data etc and stated that requisite instructions issued to IRCON and also the BSNL authorities. Upon this Justice Kirmani further observed that in view of the CJM’s report summarized no separate direction required to be issued. CJM Srinagar shall however, take all lawful steps to ensure presence of IRCON engineers and also issued orders to BSNL.
It is worthwhile to mention here a lady constable has recorded her statement before the Enquiry Officer in which she stated that she is an eye-witness to the fact that ASI (M) Froze Ahmed was charging money as bribe from the interested lady constables for letting them off from duty or giving them soft assignments. For letting off a lady constable he was charging 1000 for one month Rs.700 for 15 days and Rs. 500 for a week..
She further stated that she is an eye-witness to almost all the omissions and commissions committed by the ASI Froze Ahmed. In addition the lady constable Shahnaz Akhter stated that ASI would ask to her identifies beautiful girls so that he would use them sexually. She further stated that he was supplying some girls to Darminder and Sukhdev IRCON Engineers for sexual exploitation. The lady constable further stated that ASI had sold her to IRCON officers for sexual exploitation for Rs 6000 but she hardly saved her modesty and IRCON Officers were repeatedly calling her on Mobile Phone.
