New Delhi, Mar 19: Some state governments have raised objections to the draft Model Right to Education Bill, including the proposal to link funding for the Sarva Shiksha Abhiyan to the states to enactment of the Bill.
In a written reply in Rajya Sabha, Union HRD Minister Arjun Singh today said comments have been received from some of the states and Union Territories (UTs) to the Model Right to Education Bill.
He said the states and UTs have also objected to making elementary education first charge on revenues of each state government, next only to law and order.
Among the objections to the draft law is that the financial liability for free and compulsory education is to be borne by the states or UTs.
The Model Right to Education Bill, that seeks to make education a fundemental right for children in the age group of 6-14 years, had been circulated to the states and UTs for their comments.
The states and UTs that have sent comments to the Centre are Assam, Bihar, Chhattisgarh, Chandigarh, Gujarat, Haryana, Karnataka, Kerala, Madhya Pradesh, Meghalaya, Orissa, Punjab, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.
