NC contemplating to bring no confidence motion against speaker
Govt has made amendments for saving their own members: Rather
8/3/2006 7:22:20 PM

SRINAGAR, AUG 03: Leader of the opposition in the Legislative Assembly and the senior National Conference (NC) legislator, Abdul Raheem Rather on Thursday said that NC has lost faith in the speaker of the legislative assembly, Tara Chand and NC might bring the no confidence motion against the speaker. “It seems speaker is biased, as he follows the ‘dikats’ of the ruling party,” Rather told Reporters after the assembly was adjourned for the day.
On being asked is NC contemplating to move the no confidence motion against the speaker, Rather said, “We have called the meeting of the legislator party. We would be discussing all the developments, which have taken place in the house, including bringing of the no confidence motion against the speaker and then we will decide our future course of action.” He added, “ Speaker has violated the rules by suspending the NC legislator, without issuing any warning prior to suspension.”
Referring to the amendments made by the ruling party to the bill of office of profit, Rather said, “This bill has been passed by the government for safeguarding the interests of their own legislators. If ruling party had not passed this bill, their six members would have got disqualified from the house, who were holding the office of profit.” He added, “By passing this bill, ruling party, has challenged the constitution of JK.”
Rather, while describing the amendments made in the bill of office of profit said, “The amendments, which have been made to original bill, are. Anybody holding the office of profit is not liable to disqualification from the house. The amendments made in the bill, prevent anybody from challenging the amendments made in the bill in any court of the country including the Supreme Court. It has authorized the government to identify those offices, which can be deemed as offices of profit. This amendment has been given a retrospective effect, i.e. it has been enforced since the day members of the ruling party assumed the offices of profit in the year 2003 and through this amendment ruling party would provide hefty amounts to their members on the name of compensatory allowances.”
Rather said, “ Ruling Party has managed to make these amendments, as they enjoy the majority in the house. However, NC will fight against the amendments, which have been made . Sharifudin- Sharik, had raised objections about making the amendments in the bill, however for opening his mouth, he was handed over a suspension order.”
