'Pak-based terror groups demonstrating ever-increasing reach'

March 20, NEW DELHI
Pakistan-based terror groups like the Lashker-e-Taiba are "demonstrating ever-increasing reach" that is reflected by recent attacks and suicide bombings in some countries, the defence ministry said on Tuesday.

India is also concerned at the escalation of violence in recent months in parts of Afghanistan by remnants of the Taliban, Al Qaeda and Hizb-e-Islami and these acts constitute a "primary source of insecurity" in the region, said the ministry's annual report tabled in Parliament on Tuesday.

"Recent incidents of terrorism and suicide bombings in some countries have demonstrated the ever-increasing reach of Pakistan-based terrorist organisations, such as the home-grown Lashker-e-Taiba," the report said.

Asserting that there cannot be a "segmented approach to terror", it said: "For an effective end to terrorism, the training camps, launching pads and communication networks of terrorist organisations must be eliminated."

Referring to India's persisting secutity concerns with Pakistan on cross-border terror, the report said, "Terrorist groups continue to operate freely in Pakistan and find shelter, support and training for operations across the border /Line of Control from elements in Pakistan."

The report said India has "repeatedly reiterated the need for Pakistan to fulfil its commitment outlined in the joint press statement of January 6, 2004 of not permitting the use of the territory under its control to support terrorism in any manner".

The India-Pakistan dialogue process hinges on building an atmosphere of trust and confidence free from violence and terror, said the report that contains the defence ministry's overview on the country's security situation.

"Infiltration has to stop and Pakistan needs to take decisive action on dismantling the infrastructure of terrorism," it contended.

India has also "tried to impress upon the government of Pakistan that it is extremely difficult for any government to carry forward the peace process unless acts of terrorism are controlled," the report said.

Hailing the setting up of the joint anti-terror mechanism by the two countries, the defence ministry said it was India's hope that demonstrable action will be taken by Pakistan against terror to make this group work effectively.

Expressing concern at the "anti-India rhetoric" being used by some terror groups in Afghanistan, the report said: "We need to closely watch the changing scenario in Afghanistan since it has ramifications on the security environment of the region."
