| Desperate bid to keep Kashmir issue alive | | | After exchanging mortar and gun fire on the LOC and the IB in Jammu and Kashmir for over two months, India and Pakistan have started exchanging hot words at the UN General Assembly. While Pakistan has renewed its plea for implementation of the UN resolution on Kashmir, which it finds alone can settle the dispute,India has again reiterated its position saying that Kashmir will continue to be an integral part of India.In reality Pakistan does not miss any opportunity for raising the Kashmir issue.When Islamabad exhausts all other options it has learnt the art of keeping the Kashmir issue in the focus by seeking implementation of the UN resolution which provides for holding a plebiscite in Jammu and Kashmir.Having failed to secure a third-party mediation or intervention in the Kashmir issue Islamabad has gone back to its safe decision of securing world support for the implementation of the UN resolution.And the other day Pakistani representative at the UN General Asseembly raised the issue of implementation of the UN resolution for resolving the Kashmir issue. And rightly India has dismissed as "unwarranted" Pakistan's attempt to rake up the Kashmir issue at the UN General Assembly and reasserted that the state remains an integral part of the country. Responding to Pakistani representatives' remarks at the UN, India said it is regrettable that an "unwarranted" reference to Jammu and Kashmir is made at the UNGA and is a distraction from the important issue of the rights of the Palestinian people to self-determination that was being discussed in the committee which deals with human rights and social issues. "We regret the unwarranted reference made in this forum to the Indian State of Jammu and Kashmir. Let me be clear and reiterate that Jammu and Kashmir is an integral part of India, and references such as this only detract from the important cause of the Palestinian people and their inalienable rights to self-determination," has been and will be India's stand on the issue.It was recently that the American President,Barack Obama, rejected Pakistan Prime Minister,Nawaz Sharif's plea for US intervention in Kashmir.And in order to keep the issue alive it has resorted to the old practice of demanding implementation of an old UN resolution on Kashmir. Pakistan has regretted that the decades-old UN Security Council resolutions calling for a plebiscite in Kashmir remain unimplemented, Pakistan has again stressed the need for peaceful settlement of Kashmir issue. "The realization of the right to self-determination continues to be denied to the people of Jammu and Kashmir," Pakistan Ambassador Masood Khan told the UN General Assembly's Third Committee, which deals with social, humanitarian and cultural questions. "They (people of Kashmir) continue to face widespread repression and gross and consistent violations of human rights, which have been documented by independent international human rights organizations," the Pakistani ambassador said during a debate on the "Right of peoples to self-determination". What is amazing is the way Islamabad has been treating Kashmir as a bilateral problem needing a settlement through bilateral talks on the other hand it seeks third-party intervention and on occasions demands implementation of the UN resolution.If the Pakistan side talks of repression of people it does not remember that the security related difficulties have been the result of Pakistan sponsored insurgency in Jammu and Kashmir. Islamabad feigns ignorance about vibrant democratic structure in Jammu and Kashmir which is evident from peoples' participation in series of Assembly election enabling people to choose a Government of their choice. This liberty and democratic right stands scuttled in Pakistan and occupied Kashmir.It is better for Islamabad to set its house in order before seeking implementation of UN resolution. |
