AJKPC delegation meets Rahul Gandhi, submits memorandum
Apprises him of adamant attitude of NC to incorporation of 73rd amendment

Jammu, Nov 7: A delegation of All Jammu Kashmir Panchayat Conference (AJKPC) met All India Congress Committee vice-president Rahul Gandhi and submitted him a memorandum, demanding extension of 73rd amendment of Indian Constitution to J&K Panchayat Raj Act in toto.
The delegation met the AICC leader soon after he concluded his speech during Panchayat Conference at MA Stadium on Wednesday. The elected Panchayat members apprised Rahul Gandhi of the ruling National Conference's stiff opposition to the incorporation of 73rdamendment in state law to give powers to more than 33,000 grassroots level representatives of the people.
They demanded that the Congress high command should take serious note of its ruling coalition partner, National Conference, in Jammu and Kashmir over its dilly dallying tactics to grant powers to Panchayat
members and suggested that it (Congress) should pressurize the ruling party for complete empowerment of Panchayati Raj Institutions (PRIs). They also raised the issue of security to Panchayat members in view of life threat to them from various terror groups operating in Jammu and Kashmir. During the meeting, the AJKPC president Anil Sharma demanded that the elections to Block and District Level Panchayati bodies be held at an earliest, that too, without any nomination from the state government. He also demanded for adequate compensation by the Union Government for all the martyred Panches and Sarpanches of Jammu and Kashmir who have been killed by the militants.
He further demanded that a female Panch namely Zona Begum of Kashmir who was shot at her eye by the militant be provided compensation by the union government and should be given free of cost treatment. The said lady panch has lost sight of her one eye completely.
"The J&K government should be asked not to treat Panchayats as subordinate to MLAs and ministers and don't dilute the autonomy of the PRI's and respect the sanctity of institution of Gram Sabhas," Sharma said, adding that the members of Dehati Adalats (Panchayati Courts) should also be provided proper training, adequate monthly honorarium and proper accommodation so that they can discharge their duties in a better way.
The delegation comprised AJKPC leaders include Shafiq Mir, Kulbushan Khajuria, Goutam Singh, Raj Kumar, Bimla Devi, Alam Choudhary, Mohammad Aslam Kohli, Raghubir Singh, Jeevan Lal and Salim Mohammad.
