General election: Centre formulating guidelines for states to ensure security of politicians

NEW DELHI, Nov 7: The Centre, not wanting to leave security arrangements for political rallies to the discretion of host states, is finalizing guidelines on the standard drill to be followed by them for securing public meetings addressed by top leaders in the run-up to the Lok Sabha poll.
Senior home ministry officials said that with political campaigns set to pick up in view of polls next year, the Centre has decided to sensitize the states on the increased terror threat to top leaders of various parties and outline the necessary measures required for their foolproof security. This, the officials added, would include anti-sabotage checks, sanitization of the venue and VIP routes by the local police in coordination with other security agencies, and stricter access control at venues of public meetings.
The guidelines will emphasize upon the host states to install door-frame metal detectors at all entry points to the venue of a public meeting. Multi-layered frisking using handheld metal detectors will be recommended to minimize the risk of potential troublemakers infiltrating the crowds.
The security drill being drawn up states will require the itinerary of the VIP to be shared with the local police in writing, and the arrangements to be monitored by senior security officials.
With the Union home ministry making it clear that onus for protecting top political leaders rests as much with the party and the VIP himself, sources said a set of guidelines may also be issued to political parties prescribing the "dos and don'ts" for public meetings. The parties will be guided on how to plan the public meetings of party leaders with high threat perception, besides seeking caution on part of the VIP himself from leaving his/her security cordon while interacting with the public.
