‘No threat to Cong-Pdp Coalition'
Mufti to brief pac members about Delhi Talks

Giving a clear hint that dark clouds hovering over the CONG-PDP coalition govt are clearing, Peoples democratic party on sunday indicated that the scheduled meeting of the Political affairs committee of the party will be held shortly after the arrival of PDP patron Mufti Mohd Sayeed from New Delhi.
During the meeting party patron is expected to brief leaders of the party over his talks with New Delhi over their demands.
The meeting was previously postponed due to preoccupation of Mufti Mohd Sayeed in the ongoing talks with central leadership of the congress party in New Delhi.
The meeting was previously convened by the party chief to take a final decision whether the PDP will continue to support the Congress led Government or lend the support from outside or snap ties with it.
PDP sources said today "the purpose of the meeting stands altered and Mufti Mohd.Sayeed will now simply brief the Committee members on what transpired between him and the Prime Minister as far as his demand for
reduction in troops, repeal of Armed Forces Special Powers Act and vacation of troops from orchards and houses of civilians are concerned."
The sources said that Mr Muzaffar Hussain Baig, a former Deputy Chief Minister and now a senior PDP leader, had played a key role in hammering out a settlement of the crisis that had emerged out of hardened postures adopted by the Mufti on reduction of troops.Even the PDP circles have started labelling Mr Baig as a "trouble shooter" after he had series of
talks with the National Security adviser, Mr M.K.Narayanan and other senior Congress leaders.
Mr Ghulam Hassan Mir MLA and a former Minister,who too spent three
days in Delhi assisting the Mufti in his dialogue with the central Government functionaries,said "we have ironed out differences."Asked to explain the contour of the settlement formula he said "I cannot divulge
that at the moment. I can simply say that there is now no threat to the survival of the coalition Government in Jammu and Kashmir."
PDP General Secretary,Mr Nizam-ud-Din Bhat,aired views similar to Mr Mir and said "the coalition Government will survive.It was a case not of any
fundamental differences but of perception."
In reply to a question Mr Bhat said "the Congress and the PDP leadership has demonstrated their interest in the welfare of the state and its people.The two sides shares views on peace and progress which facilitated unanimity on the issues raised by Mufti Sayeed."
He said "we have agreed to the decision of the centre on constituting a high level committee to carry out a timebound review of the security scenario with reference to the demand for reduction of troops from
those areras where the level of militancy related violence had declined."
The PDP leader confirmed that the PAC meeting,to be held anytime in Srinagar,after the Mufti returned to the summer capital of the state,would be
limited to the Mufti's briefing to the committee members on what
transpired between him and the Prime Minister and other senior central Government functionaries.
He said "we are happy that at no stage the Prime Minister or other Government functionaries questioned our demands.Objections,if any,were raised regarding the time for withdrawal of troops."
Asked whether the threat to the survival of the coalition Government had receded Mr Bhat said "there was never any threat to it.We were misquoted with reference to our demands.And the contents of the Prime Minister's reply to the Mufti's letter was analysed as his outright rejection to our demand for withdrawal of troops."He explained that Dr Manmohan Singh,in his reply,and later in his two rounds of talks with the Mufti had not rejected the demand for cut in the size and strength of troops but had stated that the time for troop withdrawal was not ripe.
He said that the Mufti may extend his stay in Delhi for another couple of days to enable him to keep the "tempo of the sustained talks in tact." He said the dialogue process will continue.
