| CE PWD, Kashmir, caught red handed while accepting bribe. | | | Jammu March 30 State Vigilance Organization today caught red handed Nazir Ahmad Shah, Chief Engineer PWD (R&B), Kashmir, while accepting bribe of Rs.30, 000 from a contractor for accord of approval of execution of a work in District Kupwara. Giving details of the case a Vigilance spokesman said that one Altaf Hussain Teli S/o Ghulam Hassan Teli R/o Kulangam Handwara, a contractor by profession, lodged a written report with P/S VOK alleging therein that a file relating to the accord of approval for construction of foot bridge with Button Cap Abutment on Pohru Nalla was pending before the accused Chief Engineer. The estimated cost of the work was to the tune of Rs.23.78 lakhs and the accused Chief Engineer was demanding Rs.50, 000 as illegal gratification from him. On this complaint a case FIR No. 18/2007 was registered in Police Station Vigilance Organization Kashmir and investigation taken up. In the course of investigation the officials of Vigilance Organization laid a successful trap near National High School Karan Nagar, Srinagar where the accused Chief Engineer was caught red handed, while accepting the bribe of Rs.30000 from the complainant in presence of independent witnesses, the spokesman said and added that the tainted money recovered from his possession and his hand wash tested positive. The spokesman said that the preliminary investigations conducted by the Vigilance Organization has revealed that the accused Chief Engineer had asked the complainant to come with bribe money to his residence at Zakura this morning and asked the complainant to wait at TRC crossing. When the accused Chief Engineer reached TRC crossing, he asked the complainant to follow him. The official vehicle of the Chief Engineer bearing registration No.JK01H-627 and that of the complainant stopped near National High School, Karan Nagar, Srinagar where the complainant entered the official vehicle of the accused Chief Engineer. The accused received Rs.30, 000 from the complainant and signed the allotment order. He was asked to reach Chief Engineers office to collect the allotment order after it is diarized in the dispatch register. The file pertaining to the allotment of the work has been recovered from the official car of the Chief Engineer. The spokesman said that Nazir Ahmad Shah was already under the adverse notice of Vigilance Organization, as he figured as an accused in Case FIR No. 26/2005 P/S VOK regarding purchase of building material such as paint, primer, Varnish, distemper, rapidite and reflective road studs during his posting as Executive Engineer R&B Division Sopore from March 2001 to June 2003. Shah, the then Xen PWD (R&B) Sopore, acting in league with officials of his Division and private suppliers, placed supply orders of various materials required in the execution of works of Roads and Buildings without inviting any NITs and deliberately avoided fair competition for pecuniary benefits. In the course of investigation, it has been established that these items had been purchased by the Xen at highly exorbitant rates, thereby causing a loss of Rs.6.38 lakhs to the state exchequer. He said the investigation of the case has been completed and is shortly being forwarded to Government. for accord of sanction for prosecution.
