| Govt policy for transfers and postings | | | The Government has at different points of time laid down the broad framework of policy within which transfers and postings are ordered. The State government orders transfers and postings in the interest of administration and in doing so, suitability, efficiency and integrity of the officers are kept in mind. This was stated by the Chief Minister Mr. Ghulam Nabi Azad in reply to a question by Mr. Ashok Kumar Sharma in Legislative Council today. He said as per the circular instructions issued by the General Administration Department vide No. 6-GAD of 1991 dated 24.01.1991, the maximum tenure after which transfers should be considered is three years. The minimum tenure after which transfer can be effected is one year. However, the government is empowered to issue transfer orders at any time if it is deemed necessary to do so in the interest of public and administration. He said in case of Patwaries, VLWs, ministerial staff of the Revenue Department and Rural Development Department, inter-district transfers are not effected as majority of these posts including Patwaries and VLWs are borne on district cadre and ordinarily inter-district transfers in case of district cadre posts are not effected. However, those among the above employees who have completed the tenure of two to three years will be considered for transfer within the district. Similarly, those among the above borne on divisional cadre can be considered for transfer within the division if they have completed their tenure of two to three years. In respect of police Department, transfers and postings of junior police personnel are made at Zonal level and once the police personnel are posted to a district, the district SSPs issue further posting orders. So, inter-district transfers are possible within the police department at all levels. Replying to supplementaries of members regarding alleged nexus between patwaries and land mafia in the state, Chief Minister said government has started investigation in this regard and Cabinet would evolve an effective transfer policy to deal with corrupt officers and officials. He sought cooperation of all members to eradicate corruption from the state. He called for an effective transfer policy which can not be violated by exerting influence. |
