| CMP formulated to fulfill aspiration of people: Azad | | | Chief Minister Mr. Ghulam Nabi Azad today said that the Common Minimum Programme of the coalition government has been constituted on the basis of manifestoes of the coalition parties to fulfill the aspirations of the people of the state. Replying to supplementaries to a question of Prof. Bhim Singh in Legislative Assembly, Chief Minister said the implementation of the Common Minimum Programme is being reviewed periodically. Replying the main question, Minister for Sheep and Animal Husbandry Mr. Taj Mohi-ud-Din on behalf of Chief Minister informed the House that the government have taken various steps to remove inter-regional/intra-regional disparities and ensure balanced development of all the three regions of the state, which include the single law administration introduced in the state in 1976 with the twin objectives of making planning more reflective of the hopes and aspirations of the common man; and ensuring speedy implementation of developmental programmes. He said under system, district development boards have been constituted for each district with adequate public representation and delegation of administrative and financial powers to District Development Commissioners and Superintending Engineers. The district development boards were reconstituted in 1996 by nominating Ministers of the Cabinet as Chairpersons of the boards and MPs/MLAs/MLCs were nominated as members of the board and representation was also given to the Panchayats, Municipalities/Corporations and weaker sections of the society including women. The decentralized planning process with public participation has ensured need-based formulation of the district plans and their monitoring. With effect from the plan year 2006-07, the district plan share has been increased from 30 percent to 40 percent of the total state plan allocation so as to earmark more funds for the district level schemes. |
