| Bill on quota for unaided institutes to be tabled | | |
NEW DELHI MAR 31: Notwithstanding the SC staying OBC reservation in Central government educational institutions, HRD ministry would move ahead with the other Bill for reservation in unaided educational institutions.
A top HRD source asked: "Since when has the Parliament started working under the orders of the Supreme Court? The Bill for reservation in unaided educational institutions is ready and would be sent for the Union cabinet's consideration any time. Let it be tabled and if the Parliament so wishes, sent to the standing committee. But the process should continue."
The entire controversy began after the SC did away with all reservation, including to SCs and STs, in unaided institutions.
"Ironically, these institutions continue without reservation for more than two years. Instead, the apex court allowed 15% reservation to NRIs which these institutes are trying to implement,"a source said.
After the 93rd Constitution Amendment, HRD ministry had moved a comprehensive reservation Bill which could have been applicable both to aided and unaided institutions.
But due to protests from both inside and outside teh government, it was decided to bifurcate the Bill into two. The Bill for reservation in aided institutions was introduced in the Monsoon Session of the Parliament last year.
