| Fraudulent withdrawl of Rs 5.08 Lacs for repair work | | SVO registers case against ZEO, 2JEs, Contracotr | |

State Vigilance Organisation today registered a case under Prevention of Corruption Act and RPC against Smt. Uma Devi then Zonal Education Officer Drabshala, Shri Abdul Majeed Bhat, JE Education Department, Shri Abdul Gani Sheikh, JE PWD and Shri Farooq Ahmed Keen resident of Patnazi Kishtwar and others for fraudulent drawal and misappropriation of Rs.5.08 lacs drawn on account of repairs / renovation of School Building Patnazi, without executing the work.
On receipt of a complaint State Vigilance Organisation conducted a joint surprise check during which records relating to repairs and renovation of school building of Govt. Middle School Patnazi were scrutinized and spot inspection carried out. The scrutiny of records revealed that the building of Govt. Middle School Patnazi, Drabshala, District Kishtwar was gutted in a fire incident in 1999. The damaged school building was subsequently repaired and renovated by the Army with the help of local people and Block Development Officer, Drabshala. The execution of repairs / renovation of the school building was completed in all respects on 18.12.2004 as has been certified and confirmed by the then Headmaster Govt. Middle School Patnazi.
It was further revealed that the accused officials mentioned above, in furtherance of a criminal conspiracy, in the year 2005, fraudulently and dishonestly prepared a fake estimate through the accused Shri Abdul Majeed Bhat, JE Education Department. On the basis of this fake estimate a fresh work done statement was prepared by another accused Shri Abdul Gani Sheikh, JE PWD indicating the execution of repairs / renovation of the school building which were infact already executed a year before. Thus an amount of Rs.5.08 lacs was fraudulently drawn and disbursed to Shri Farooq Ahmed Keen S/o Mohd. Sultan Keen R/o Patnazi Kishtwar, a Contractor. The spot verification and local enquiry has prima-facie established that no repairs / renovation of the school building was carried out except the one executed by the Army and completed on 18.12.2004. The accused officials in league with each other have thereby caused a loss of Rs.5.08 lacs to the state exchequer and the corresponding wrongful gain to themselves and others.
Case FIR No. 8/2007 P/S VOJ has been registered U/S 5(2) P.C Act 2006 r/w 120-B RPC and investigation taken up. A team of Vigilance officials has alredy left for Drabshala for conducting on spot investigation and seizure of incriminating record.
