| Only 49 of PMRP funds utilized courtesy slow pace of 'Power reforms' | | | Early Times Report
Jammu, Mar 14: Jammu and Kashmir has only utilized 49 per cent of the funds made available by central government under Prime Minister's Reconstruction Plan (PMRP) between during 11th Five Year plan 2007-12 for revamping power infrastructure in the state. A government report said that the under-utilization is mostly due to unplanned project formulation, execution of projects on adhoc basis and initiating work without availability of essential pre-planning mechanism, which has negated the purpose of the reconstruction plan. It said that funds to extent of Rs 2,297 Crore were available during 2007-08 to 2011-12 out of which Rs 1,243 Crore only could be utilized. "Out of this only 49 per cent Rs 1,003 crore could be utilized by the department from available funds. (Rs.896.68 crore under PMRP, State Plan Rs.106.94 crore)", pin pointed the government report.It said that mainly owning to delays in approval of projects from the Central Electricity Authority (CEA), late submission of drawings, price variation, revision of projects due to changes in drawing. Even the audit by CAG has revealed that Chief Engineers of has accepted funds were underutilized. As far as Power department is concerned, report claims that Power Development Department (PDD) has failed to achieve the planned targets during 11th plan and almost all the Grid sub-stations and transmission line projects started under PMRP had witnessed a time overrun. The PDD has also failed to properly train manpower. The power utility was required to devise different modules of training for their staff to update their knowledge based in the latest development in the respective fields. Grid management is missing and due to which state has to face penalty in form of unscheduled interchange (UI) charges. Power Factor (PF) corrections, capacitor banks's should be installed to avoid payment inform of reactive energy charges. |
