Jammu, April 04 In a complaint of corruption filed by a local stockiest/dealer of machinery and mechanical equipment, against Mushtaq Ahmed Dar, Chief Engineer and Kulbushan Singh, Executive Engineer, PWD (R&B) Doda, the State Accountability Commission had a thorough enquiry and found the allegations proved. In the totality of circumstances, the Commission has recommended that the respondent, Mr. Mushtaq Ahmed Dar, retired Chief Engineer, PWD (R&B) must be visited by the punishment as provided by the Rule 168 of the J&K Civil Service Regulations, 1956, read with the judgment, as reported in (1999) Supreme Court cases 479 so that he is deprived of the benefits of pension. Similarly, respondent, Mr. Raj Kulbushan Singh, Executive Engineer, who is said to be in the service, deserves the punishment in terms of Rule 30 of the J&K Civil Service (Classification, Control and Appeal) Rules 1956, by being dismissed from the service. In case he too has superannuated on retirement, he be visited by the same punishment as recommended against the above said Mr. Mushtaq Ahmed Dar.
