| Azad favours holding third RTC | | ‘RTC only representative forum since 1947 to address J&K issues’ | | JAMMU, April 07 Unfolding political will and determination to resolve all issues pertaining to Jammu and Kashmir, Chief Minister Mr. Ghulam Nabi Azad said on Saturday that he has recommended holding of 3rd Round Table Conference to the Prime Minister Dr. Manmohan Singh to deliberate upon the recommendations putforth by Working Groups. Addressing day-long convention of urban workers of Jammu district, Mr. Azad said that for the first time in the history of Jammu and Kashmir a sincere and result-oriented effort has been made to addressing all issues in representative forum of Round Table Conference involving opinion leaders, political parties, ethnic groups and others from all the three regions of the state. He said holding of two Round Table Conferences, constitution of five working groups, deliberations and recommendations of these groups have laid smooth path to move forward to settle every issue pertaining to the people of Jammu and Kashmir. He said prior to constitution of Round Table Conferences and since 1947 no step was taken to involve all political parties, groups and opinion leaders from all the regions to address the issue. “Different parties carried boogies of different issues individually and separately in a conflicting and colliding atmosphere, no one tried to resolve problems jointly with sincere approach. This only added to the miseries and provided room to vested interest fish in troubled water and divide people on emotionally”, he maintained and said that for the first time involvement of all parties and groups from all areas has been sought in this regard. Issues pertaining to Jammu and Kashmir require joint efforts, respecting aspirations of people of all the three regions in a coordinated manner, he said and added, “We have given platform of Round Table Conference, most appropriate and a historic opportunity”. He praised UPA Chairperson Mrs. Sonia Gandhi and Prime Minister Dr. Manmohan Singh and Congress party for straightforward and people-friendly approach and keenness to see Jammu and Kashmir progressing in a peaceful and tranquil atmosphere. He said that steps of far reaching significance in the pursuit of lasting peace and development have been initiated to march ahead on peace and dialogue path with firm footing and determination both at internal and foreign fronts and Central and state government’s are complimented each other for the larger interest of the nation and the people. Spelling out major achievements of the government relating to the development and providing responsive, clean and capable administration functioning in a healthy work culture, Chief Minister said “what we promised we translated into reality on ground. All promises made in Common Minimum Programme have not only been fulfilled in toto but we have gone far ahead to accommodate the demands and aspirations of the people”, Chief Minister said and added that service to people and the state is his party’s sole motto. Chief Minister said that new administrative units have been created and Wazir Commission report which was left in the dust for mites for over 30 years, has been made a reality, even accommodating today’s demands of the people of Jammu and Kashmir and going for ahead of the report so far as recommendations are concerned. Chief Minister said that decisions regarding constitution of finance commission, delimitation commission and setting in place accountability and monitoring system alongwith enactment of number of historic legislations, present a true picture of his government about the keenness and sincerity to deliver with capacity and caliber for the good of general public. Asserting that questions and debates about the disparity between various regions and areas are matters of past. “We have ensured equitable distribution of resources and development for every region and the area by a legislation creating finance commission”, he said and added that empowerment of Hill Development Council of Leh and constitution of Kargil Hill Development Council, enhancement of district shares from 30% to 40% are others important steps to this effect. He said secular fabric and zest to serve people without any consideration of creed, cast, colour, region or faith has remained hallmark of his party and leadership and guiding principals to this policy have been championed by father of the nation Mahatma Gandhi, Pt. Jawahir Lal Nehru, Mrs. Indira Gandhi, Rajiv Gandhi and others. Beseeching upon political workers and parties to make justices only criterion to deliver on political and development fronts, he said “unless political leadership and workers are embodiment of values making justices only consideration to render stupendous services to public without any consideration of caste, creed, faith or region, a true democratic and political system will not give out cent percent”. He said officers at the helm of affairs at the administrative level and the field should bear in mind that upto the mark performance resulting in best service in a transparent atmosphere is must to realize development goals. “Keeping this in view officers from Jammu and Kashmir Administrative Service (KAS) have been given key position to prove their mettle and serve people to the best of their capacity without any consideration of creed, cast, colour or region”, he said. Saying that active participation of people is of highest importance for prosperity and development, Chief Minister appealed the people to come forward and lend their whole-hearted cooperation in the gigantic task of re-building the state. Showering praises on the people for voting his party in power in the state, Chief Minister said Jammu deserves special applause in this regard. Referring to the recent success of his party to get Mayorship of Jammu Municipal Corporation for second consecutive term despite not having absolute majority, he said this vindicates that all have faith in the policy programmes of his party.
