Jammu, May 10 : Shifting of Darbar to summer capital every year leaves Jammu aggrieved and abandoned on a number of fronts with people made to suffer even for basic facilities. But a harsher facet after Darbar Moves to Srinagar is that the entire city turns into a Police state with plethora of nakas and thick presence of cops on prowl on all roads. The cops pose a formidable and tough presence not only outside police posts but also at short distance differences, as small as on 500 meters particularly in old city areas to nab and harrass vehicle owners, mostly bikers. The soft and vulnerable prey is youth and students all for collection of 'revenue' through challans , most of the time imposed and unwarranted. Soon after shifting of Durbar from Jammu, Jammu roads have witnessed a dense presence of cops on the roads and around nakas with haphazardly placed barriers which are life threatening at some places and an open invitation of fatal accidents. The cops who stand up as 'monsters' are strangely present at every 500 meters distance and this presence is simply unexplained in a small city like Jammu. From Panjtirthi to Pacca Danga, Kacchi Chowni to Shalamar chowk and Indira Chowk and nearby Bus stand, the cops and nakas have made a profuse presence lately, all to humiliate and harrass bikers and scooterists. The prey mostly is college students, tuition goers who are stopped and their vehicles seized promptly. Those who become prey in this irrational and random pick and choose modus operandi of Police are made to suffer on multiple fronts, sources said adding that the humiliation does not end up only in seizure of vehicles but also in payment of challans and other uncalled for actions. Sources said this dense network of cops who operate in close coordination with traffic police in this exercise has a background. The cops have neither neither become so active on their own nor doing it with a sense of duty or responsibility. Sources said frequent imposition of challans is in fact a direction which has come from higher authorities. There is an unwritten order from the authorities that at least 40 - 50 challans should be made per day, no matter these are made in most irrational and unexplained manner. The target of generating a set amount of revenue through challans makes cops act in most harsh manner, particularly on students and youth , sources said adding that this pro active approach has turned Jammu into a police state with no one ready to listen to the sufferers. While it took more than 18 days for the influential lawyers fraternity to get their demand of suspending an erring cop conceded in Jammu, that too after intervention of Chief Minister and the Home department, one can imagine the plight of the commoners who fall prey to cops on roads. |
