| SRO 379 (ISM) draws flaks from concerned quarters | | | Sanjay Khajuria Jammu April 18 The SRO 379 (ISM) by state government in December 2006 has attracted flak from concerned quarters the doctors in the ISM department and resulting into unrest among them. Shocked and bewildered the ISM doctors described the SRO just as a flexing of service rules to facilitate some blue-eyed and influential persons. The said SRO has finally brought both the retired and in-service ISM doctors on a joint platform to condemn it terming it against the agreed norms and court instructions and deciding to start a stir against this bolt from the blue from concerned ministry. Sources in the department said that this SRO would affect career prospects of approximately 450 senior doctors serving in the ISM department. ‘The relaxation of service rules for prestigious post within the department has been done under a well thought and aimed procedure to benefit some blue eyed, some senior doctors lamented. However recalling the past one retired (ISM) All J&K Ayurveda Association and All India Association of Ayurveda State chapter both had flayed the said SRO and executives told Early Times that the two components of health department were separated somewhere in 1987 under a government decision but ISM doctors feeling betrayed filed a writ petition in High Court for the removal of pay disparity. In 1998 the High Court asked the government to bring the two components of health sector at par, they mentioned. It is to mention that vide order 314 of HME 1998 20/04/98 the ISM doctor was considered at par with allopathic medicine stream. It is pertinent to mention that sensing something cooking within the department Dr H N Patwari and others V/s State has filed SWP 1525/JK in 2000 to seek justice for ISM doctors and got instructions from the then Justice T S Doabia on 05/09/00 in favour the petitioners. Referring to new SRO 379, the ISM doctors flayed the new measures like minimizing service tenure and the minimum required qualifications for some top posts is wrong and described this SRO only advantageous to some influential and blue-eyed persons having easy access in higher circles within the government. Ironically the SRO has not only sidelined the directions of Public Service Commission (PSC) that Postgraduate Diploma in Hospital Administration should be deleted and only Degree in the said discipline should be treated as required qualification but also has brushed the guidelines of executive order of state cabinet to treat the two health systems at par, sources said. However due to proximity but on anonymity a in service doctor said that the manner the service rules have been visibly flexed seemed only to accommodate some conscript and favoured names within the department. How come the rules mentioned in the said SRO have been fully match with the service tenure of the some selective person of the department, some questioning the SRO’s contents lamented. They bemoaned that at one hand their contemporary Allopathic doctor becomes a Chief Medical Officer after serving at least 15 years but to its sharp contrast a fresh ISM doctor would be eligible for the post equivalent rank of ADMO (ISM) just in 5 years under the new SRO 379. While a fresh candidate with only 7-8 years length of service would be eligible for the post of Director whereas in Allopathic stream the experience of at least 15 years is mandatory on administrative line. Expressing their surprise the senior doctors within the department also condemned the SRO for opening avenues for the far junior candidates to be the part of the race for another administrative post Medical Superintendent as the new SRO even has regulations to facilitate freshers even having few years experience only in administrative set
