OSD SKUAST-K advertisemtn creates flutter in state administration

Jammu, April 19,
Call it a revolt or anything else but officer on special duty working in Sher-e-Kashmir University of Agricultural sciences and technology of Kashmir by releasing a hard hitting advertisement highlighting the delay caused in non-issuance of formal orders by the revenue department with regard to transfer of land to SKUAS-K has kicked a storm placing all concerned authorities in quandary.
Released by OSD, this comprehensive summary of official communication projects grim scenario as the inordinate delay in the said matter has already severely affected two cropping seasons of Maize research at Sagam,Kokernag.
The advertisement says, on the instructions of the former chief Minster Mufti Mohd Sayeed it was decided to expand the Gold course at Pahalgam in order o boost the tourism in the state and it was decided in the high level meeting chaired by the chief secretary that land measuring 204 kansla at Pahalgam which belongs to SKUAST-K may be handed over to Tourism department for expansion of Golf course.In the said meeting which was held on January 14,2005 on expansion of Golf course following decisions were taken:-SKUAST-K shall handover the existing site 204 kanals and 09 marlas of land held by them for the Maize research station atPahalgam on or by January 31, 2005 to Tourism department.
Divisional commissioner,Kashmir/ district Devleopment commissioner ,Anantnag shall immediately in any case before January 31 2005 handover alternative land identified for the re-estbalishment of High altitude Maize station at Sagam Kokernag pending completion of various formalities like transfer of land and proceedings under section 17 of land Acquistion Act.
Revenue department shall complete all the procedural formalities in regard to formal approval/ transfer of land atSagam for the re-establishment of High Altitude Maize Research station in favour of SKUAST-K BY January 31, 2005
After completing the due formalities a team of experts accomoanied Vice Chancellor to inspect a piece of land measuring 407 kanals at Sagam ,Kokernag offered by district development commissioner Anantnag for re-establishment of High Altitude Maize Research station.Subsequent to this the SKUAST-K authorities after taking the possession of the Saga on 20-01-2005 started developing the land at Sagam and converted the barren land in to ideal research farm during Nov 2006.After some time some miscreants of village Tangapaw Sagam, according to the contents of the advertisement, destroyed whole crop and looted about 150 quintals of iron angles.Besides they also set fire the infrastructure raised by the SKUAST-K and also allowed the stray cattle to graze the standing crop.The matter was duly brought to the notice of the district police authorities and oher senior district authorities but no actionw as taken against the miscreants who claimed the support of a local MLA.
The same advertisement further adds that on Jan 19,2007 SKUAST-K again sought police protection for the staff nd labourers who had been threatened by these miscreants, however, police directed them to abandon the station hence stopped employees for performing their legitimate duties. It also raises question marks over the role of the state police.’What stopped police for performing their duties’, it adds. The advertisement says the land allotted to SKUAST-K in lieu of Pahalgam land at Sagam Kokernag is government land which have been handed over by District development commissioner Anantnag to SKUAST-K in lieu of Pahalgam land but some villagers are creating hurdles which have encroached the govt land and thus are bent upon damaging the university property under the shadow of politicians.In the end, the advertisement concludeIt is in place to mention here that the407 Kanals of land atSagam are already under the possession of SKUAST-K and its handover/takeover from the revenue department has been don elegally.It is very strange if the authorities can issue formal order for transfer of land from SKUAST-K to tourism department why they are delaying the same orders for SKUSAT-K.It means that they are playing fiddle with the university authorities and thus depriving the farming community with better seeds.It is irony that Revenue department is yet to implement the orders of higher authorities for issuing formal orders for transferiing the land to SKUAST-K.The negligence of the revenue authorities has not only depayed our two cropping seasons but depriving the farming community of better quality seeds of maize and hence better yields.
