India's Deepak Kaul a hit in Pakistan
Did he reveal his parent deptt. to Pak interrogators?

NEW DELHI, AUG. 6: Pakistan establishment and Pakistani media have maintained a studied silence over the parent organisation of Mohamed Rafiq Ahmed, First Secretary in the New Delhi-based Pakistan High Commission. The Pak print media simply chose to berate New Delhi for ordering the expulsion of 'innocent' Rafiq Ahmed, hours after Deepak Kaul, an Indian diplomat, was on Saturday ordered to leave Pakistan within 48 hours.

Pakistan's English daily, The News, reported on Sunday, August 6, that Deepak Kaul, a consular at the Indian High Commission, has confessed that he is an official of the Indian Research and Analysis Wing (RAW) and not a diplomat. If Indians were informed that Deepak Kaul had secured permission from the Pak authorites for his Wagah trip, The News informed Pakistanis that Kaul was travelling on the pretext of a visit to Lahore without prior intimation to the relevant authorites in violation of the established diplomatic norms.

The Pakistani publication quoted 'diplomatic sources' as saying that the Pak Foreign Office summoned the Indian Deputy High Commissioner in Islamabad, A T C Raghvan, to lodge a formal protest with the Indian government. The Indian government was asked through diplomatic channels that Kaul should be recalled immediately as he was caught red-handed and as such he could not be permitted to stay in Pakistan anymore.

Pakistan, according to The News, did not want to make the "offence" of the Indian consular a public dispute and India was urged to take the consular quietly and either of the government should not go to the media on the matter. "India initially agreed to the proposal but Delhi abruptly backtracked from its undertaking and consigned the matter to its media", The News said. The Pakistani publication, at the same time, chose to spread yet another story: Indian intelligence agencies have started haunting and chasing Pakistani diplomats as well as their families in the Indian capital.

Syed Jalil Abbas Jilani, the senior Director-General in the Pakistan Foreign Office, was the last of the series when he was declared persona non grata by the Indian government in February 2003. Pakistan expelled Indian Deputy High Commissioner, Sudhir Viyas, the same month and interestingly it was 1999-2003 period when the expulsion had become routine and almost every month saw incident of expulsion and counter-expulsion of diplomat/diplomatic staff by Pakistan and India.

The News also quoted 'sources' as divulging that Deepak Kaul took over as the RAW "boss" in Islamabad on September 12, 2003. He was "famous" for mix-drink parties at his residence. Kaul was not first RAW man who was designated to head the visa section, his predecessor Vipin Handa, who was in Islamabad till 1999 as consular and head of the visa section, too, was a RAW official. Handa was transferred to New Delhi where he died after being stranded in the elevator of RAW headquarters in New Delhi.

The Pakistani publication adds: "Diplomatic observers are of the view that Deepak Kaul would be posted in Afghanistan or Iran since he has been assigned activities to harm Pakistan. He will use the Indian diplomatic missions situated very close to Pakistani border in Afghanistan".
