| One-day workshop on developing District Action Plans | | Mangat exhorts officers to work with missionary zeal to complete DAPs in stipulated time | | Jammu, April 20 Minister for Health and Medical Education Mr. Mangat Ram Sharma has stressed the need for completion of district action plans within time frame period so that funds are released from Government of India for effective implementation of National Rural Health Mission (NRHM)to benefit people in far flung areas. Mr. Sharma was addressing State, District & Block Level Management Groups participating in one day workshop on developing “District Action Plans” (DAPs) organized by the J&K State Health Society. Minister of State for Health Peer Mohammad Husssain, Secretary Health and Medical Education Mr. K. B. Jandial, Director Health Services Dr. Jasbir Singh, Executive Director NRHM Dr. R. K. Khajuria and J&K consultant on RCH Mr. Arvind Polkel were present on the occasion. Highlighting the benefits of the scheme, Mr. Sharma hoped that district level officer will take the benefits of the consultants and prepare meaningful and realistic plans. He advised the officers to work with missionary zeal and spirit and prepare plans by consultative process involving people at the grass root level. He assured complete support of the authorities in implementation of the plan and desired that officers would put extra efforts. He said officers who do commendable job would be awarded certificates of appreciation and added that there is no alternative for hard work and hoped that if all officers put in efforts the state would be the first to achieve the set targets under the programme. He said ASHA’s selected under the scheme to educate rural women will help in improving access to health care facilities and generate awareness among the people regarding the determinants of health. He further said that matter regarding registration of Rogi Kalyan Samities (RKS) has already been taken up with the Industries Department and hoped that it will be done soon. Peer Mohammad Hussain while speaking expressed happiness over the conduct of workshop for preparation of district action plans which shows the seriousness of the government in preparation and effective implementation of the plan. He said the process of implementation of the plan differ from one region to another in view of tropical and geographical obstacles. He hoped that similar workshops in Kashmir division will help district level officers in preparation of the plan. Earlier, in the morning at the inaugural session Mr. Jandial highlighting the process of preparing the district action plan said that this will improve and revolutionize health care facilities in the state if implemented in letter and spirit. He impressed upon the officers including members of newly hired programme units at the state and district level to shun the routine bureaucratic mindset and imbibe professional attitude to work and adopt a corporate culture for better results. Making a beginning in this direction Mr. Jandial asked the participants that each and every one should have direct access to him at all times for improving efficiency and faster results. He said after induction of programme management units at district and state level, implementation of the programme to get imputes. Technical session was taken up by the experts from EPOs India Ltd and had threadbare discussions on the process of preparing DAPs and emphasized the importance of determinant of health like drinking water, nutrition, sanitation, female literacy, women empowerment etc. The district health action plan was the main instrument for planning, inter-sectoral convergence, implementation and monitoring activities under the mission. Under this process village health plans shall be prepared which will be collated as block plans which will in turn will form district plans. Efforts are on to complete this process within stipulated period of six months. Among others the workshop was attended by all Chief Medical Officers of Jammu division, members of state and district programme plan management units, district nodal officers NRHM and other division level officers.
