| BJP Govt may not tamper with Art 370 but encourage debate | | | Early Times Report
JAMMU, June 6: As far as BJP led NDA Government in the centre is concerned it has a busy schedule for tackling three vital issues in Jammu and Kashmir. Apart from the stand the Modi led Government will take on Article 370, honourable return of displaced people to Kashmir and granting citizenship rights to refugees from West Pakistan are said to be the new Government's priority. Informed sources said that the Modi led Government may not attempt at tampering or fiddling with Article 370 and instead encourage a debate on the issue so as to find out whether majority of people were for its retention or for its abrogation. The debate, as has been announced by Narendra Modi himself, will focus on whether Article 370 has proved beneficial for people of the state or it has proved harmful. According to these sources, the issue of facilitating honourable return of migrants to the valley may not be as difficult or contentious as tampering with Article 370 or granting citizenship rights to the refugees from West Pakistan. Sources said that the valley centric political parties, including the NC and the PDP, have made their intentions known by cautioning the centre against any move to abrogate Article 370. Reports said that any attempt at amending Article 370 may trigger violence and unrest in the Kashmir valley. And Prime Minister Narendra Modi may not invite trouble from the valley which could affect the pace of development being carried out by the new Government. As far as the issue of granting citizenship rights to the refugees from Pakistan is concerned, it requires amendment to the state constitution. Since this amendment needs support from a two-third majority in the Assembly the move may not fructify because both the NC and the PDP are opposed to it. Experts are of the opinion that the central Government should take senior separatist leaders on board while giving final touches to its policy on rehabilitation of Kashmiri Pandit displaced families in the valley. |
