| Govt suspends two whistle-blowers | | | Early Times Report
SRINAGAR, June 16: In a surprising move the Jammu and Kashmir government suspended two whistle-blowers, including Junior Engineer, for informing the higher authorities about the alleged power theft committed by the managers of a flour mill in Narbal of Budgam district. Last year in July, the Power Development Department inspector of Narbal area reported to his seniors that 'Baba Reshi Flour Mills' was bypassing the meter and the proprietors were indulging in power theft. The Inspector had sought the intervention of the senior officials to conduct an inspection. The Junior Engineer in his report to Assistant Executive Engineer wrote: "The installation (Baba Reshi Flour Mills) was inspected and the reading of the installation are reducing. I personally visited the site and the gate was not opened by the gatekeeper. It is as such requested that the installation may be checked by higher offices as I suspect that there is bypassing of the meter." The higher office responded after seven months and earlier this year, in February-March, the Chief Engineer PDD sent an inspection team from Direction Office EM&RE Wing Kashmir to the Mills which gave clean chit to the owners. A follow up inspection was conducted by Office of the Development Commissioner (Power) in its finding reported that the CT/PT unit of the Mill was inspected and it was found that all the three phases were bypassed. Surprisingly, on Monday (June 16, 2014) both the employees, inspector and Junior Engineer who had initially reported about the bypassing of the meter were suspended by the office of Chief Engineer Kashmir. The two suspended employees were part of the five-member inspection team constituted by the Office of Development Commissioner which had found Baba Reshi Floor Mill was bypassing all three phases. Minister of State for Power, ViqarRasool said he will surely look into the matter. "Let me check on what basis these employees were suspended," he said. Chief Engineer Kashmir Bashir Ahmed Khan said his department suffered huge losses due to these two employees. "How can they claim that gatekeeper did not allow them to enter into the Mill. They did not utilize their powers and did not inform the police on time about the incident as a result the department suffered," Khan said, adding: PDD has imposed a fine of Rs 30 lakhs on the mill owners
