House Committees are mini legislature: Tara Chand

Speaker J&K Legislative Assembly Mr. Tara Chand while highlighting the role of House Committees in addressing various legislature and public centric issues said that House Committees in fact serve as mini legislature.
Addressing members and chairmen of House Committees here today, Mr. Tara Chand called for making House Committees more effective and result oriented. He said the recommendations of these committees are to be given serious consideration for implementation.
While lauding the performance of various committees, Speaker said that undoubtedly they have done a wonderful job. He said that Assembly Secretariat has requested the government to construct adequate accommodation for committees.
He said that Business Rule 308-A has been amended and as per new rules, the recommendations of various committees shall have to be implemented by the government within six months after the presentation of reports. Similarly, the government is also bound to implement the assurances made in the floor of House, he said.
Appreciating the role of media for highlighting the Legislature proceedings, Speaker said that media has played very positive and effective role in restoring the peace adding that media has always given full coverage of Assembly proceedings. He hoped that media would continue to highlight the proceedings of House Committees.
For quick disposal of issues relating to various departments, Speaker said that government would be requested to issue instructions to all departments to provide desired information to the committees on priority so that the committees are able to dispose off matters expeditiously.
Minister of State for Finance, Law and Parliamentary Affairs Mr. Prem Sagar Aziz who was also present in the meeting said that as per new procedure of rules, the reports of committees would be given due weightage for implementation in letter and spirit. He said assurances given on the floor of House are under examination and would be implemented by the concerned departments.
On the issue of separate accommodation for conducting the business of various committees, he said that the matter would be taken up at the appropriate forum. He assured full cooperation to the committees from the government.
The Chairmen also put-forth their view point and suggested measures for making the functioning of committees more transparent and result oriented. They assured the chair that utmost efforts would be made to produce desired results
Those present in the meeting included Mr. Ali Mohammad Sagar, Mr. A. R. Veeri, Mr. Ghulam Hassan Khan, Mrs. Suman Lata Bhagat, Ch. Gharu Ram, Secretary Assembly Mr. M. Iqbal Ganai, Accountant General J&K Ms. Ghazala Meenai, Director Accounts and Treasuries Mr. Mohammad Ishaq Khanday, Director Information Mr. Zaffar Ahmad, Additional Secretary Assembly Mr. G. N. Mir and senior officers of Law Department.
