Jammu, June 26: Lingering for years, the Crime Branch Jammu has yet to prepare a charge sheet against the management of Acharya Shri Chander College of Medical Sciences (ASCOMS),Sidhra for the scam they committed, popularly known as patients scam. The scam also put Crime Branch at the face of wall as it is alleged that the scam gave much advantage to the Investigating Officers (IOs) deputed for the purpose. If the ASCOMS hospital sources are to be believed, the IOs of the case got their wards admitted for MBBS course in the very hospital, which marred the investigation of the case and ultimately kept it on snail's pace. Meanwhile, SSP Crime Branch Shakti Pathak when contacted said that the allegation so leveled would be looked into, adding despite of non cooperation from ASCOMS management in respect of providing details and records pertaining to the scam, CB has collected strong evidences which are sufficient to prove the scam. He further said that the Challan against the ASCOMS management is to be produced shortly. Meanwhile, Crime Branch sources revealed that the during investigation, it became clear that the ASCOMS management shown their students as their employees. This was made clear after going through their records. They said that many a student of the hospital were shown as their salaried staff. The new scam came to fore while investigating the patients scam. They said that earlier ASCOMS management was not providing hospital's record stating that the same had been stolen and later damaged by the three employees of the hospital namely Ashwani Magotra an account officer, Rajesh Jamwal junior receptionist and Victor Lehaer a nursing orderly, adding trio was ousted from the hospital after lodging FIR against them in Police Station Nagrota. The patients scam came to limelight when Additional Secretary to Government ,Health and Medical Department lodged complaint to Crime Branch alleging that illegal practice are being carried out by the management of ASCOMS, Sidhra by way of incorporating the wrong entries in the OPD, by showing dead persons admitted/treated in the hospital. On receipt of the complaint, a preliminary inquiry was initiated and during the course of inquiry it was prima-facie found that some dead persons have been shown admitted in hospital records just to enhance the strength of patients in the hospital. Maximum number of patients registered in OPD were without full particulars and addresses, some trainees in ASCOMS have been shown as junior nurses to increase the strength of staff, some employees were shown to have been on the pay role of ASCOMS were in fact working in different Depts. The records in this regard have been fabricated by the management of ASCOMS just to fulfill the Medical Council of India Rules and Regulations. Based on the complaints, CB registered a case against the Management/Officers/Officials of ASCOMS Sidhra under section 420/467/468/471 r/w section 120-B RPC and 120-B RPC and started investigating the matter and collected evidences to be produced before court. |
