| 8th Steering committee meeting IWDP held | | Qazi asks to cover real beneficiaries under IWDP | |
Jammu, April 25 To assess progress and finalize important issues related to Integrated Watershed Development Project, Minister for Forests, Environment, Housing and Urban Development Qazi Mohammad Afzal today chaired 8th Steering Committee meeting of IWDP Hills-II, J&K. Minister of State for Forests Mr. Aijaz Ahmad Khan, Principal Secretary, Planning and Development Mr. S. S. Kapoor, Commissioner Secretary Finance Mr. B. B. Vyas, Secretary Forests Mr. Attal Dulloo, Principal Chief Conservator of Forest, Project Chief, IWDP Hills-II/PWMP Mr. R. D. Tiwari, Director (Codes), Finance Mr. Mattoo, Director Soil Conservation Department, Director Agriculture Jammu, Director Sheep Husbandry Jammu and Director Research, SKUAST Jammu/Kashmir attended the meeting. Threadbare discussions were held regarding the important issues of the project including review of agreed actions of Aide Memoire of World Bank pre-appraisal mission to J&K 5th to 9th March, 2007, presentation of memorandum of association and institutional arrangements of the participatory watershed management society, J&K, staffing requirements for PWMP and presentation of constitution and TOR of NRM Committee. During the meeting, a sub-committee to monitor and support the regular progress of the project was formulated comprising Commissioner Secretary Finance, Secretary Forests and Chief Project Director IWDP. Under participatory watershed management society, PWM society details were presented before the steering committee. The inputs from the World Bank were discussed and it was agreed that the governing body can be renamed as the Steering Committee. It was also decided in the meeting that, if necessary, steering committee can further create sub-committees at various levels. Under Staffing requirements for PWMP the project chief presented in detail staffing requirements of the PWMP which included staff on deputation project borne staff and contractual appointments. Besides Principal Secretary Planning and Development Department and Commissioner Secretary Finance emphasized that the staffing should be optimized keeping in view actual requirements for project implementation and financial implications. Regarding deputation of LD staff to PWMP, the Minister directed that the deputation of Line Department staff should be effected after requisition from the forest ministry only. The CPD informed that staff are allowed only after seeking the approval from the Chairman and Vice-Chairman. The meeting also discussed various other important issues including vigilance cases, GAAP, Forestry Component, appointments in IWDP Hills-II, Powers to PMU, Institutions arrangement and project preparation funds. Addressing the meeting, Qazi Afzal stressed upon the concerned authorities of the project to ensure that the benefit of this innovative programme should reach to the real beneficiaries especially those belonging to Below Poverty Line and far-flung areas. He said that launching of massive awareness campaigns is imperative to yield tangible results under this scheme. Qazi Afzal asked the officers to immediately conduct a survey to identify the land which can be covered under the scheme so that optimum use of this significant project could be made. Minister of State for Forests Mr. Aijaz Ahmad Khan appealed to the people to ensure their active participation in the implementation of the project as without people’s involvement no development project could be made successful.
