Harsh Dev meets PM, submits memorandum listing demands

New Delhi, April 26- Harsh Dev Singh, former minister and NPP, MLA, met the Prime Minister, Dr. Manmohan Singh here today and submitted him a memorandum pertaining to the problems faced by the people of militancy infested Block of Dudu- Basantgarh and urged for his intervention in securing justice to the people of this neglected and remote belt.
Singh, in the memorandum pointed out that the people of this remote area have suffered most heavily not only due to disturbed conditions and militant activities thriving in the area, but also due to the government apathy and indifference towards this highly sensitive block. He said that the Bastangarh area was visited by Union Home Minister and Defence Minister besides J&K Chief Minister in the wake of militants strike in the area on April 30, 2006 and various dignitaries had held out several assurances to the people of the area, which have not been honored till date. He said that it was assured by the Union Ministers that a road would be constructed from Basantgarh to Machedi so as to ensure the opening up of this remote area as also to facilitate the movement of troops in the militancy prone areas but no follow up action was taken thereafter. He appealed the Prime Minister to intervene so as to ensure issuance of appropriate instructions to the concerned quarters to ensure priority construction of the said road which was of strategic importance and would open up the remote and militancy prone areas of twin Districts of Udhampur and Kathua.
NPP leader also demanded a special package for the development of this remote and bad pocket block of Dudu-Basantgarh for construction of roads, bridges, electrification, besides generation of employment avenues in the area and urged upon the Prime Minister to intervene so as to ensure a separate Bastangarh CD Block and a separate Tehsil for Bastangarh. He also sought inclusion of ‘Koli’ community in ST category and a thorough review of Prime Minister’s reconstruction plan for the state announced in 2004 alleging that negligible progress has been registered in this regard due to the negligence and apathy shown at various levels and in this connection referred to the inordinate delay in the construction of double lane road project from Udhampur-Ramnagar sanctioned under ADB at a cost of Rs.42 crores, besides giving due consideration to the issues raised at the Round Table Conference which included comprehensive settlement of refugees and migrants including border migrants; Delimitation of Assembly constituencies so as to ensure equal number of seats to both Jammu and Kashmir regions in Assembly and Parliament; reduction of duration of J&K Legislative Assembly to five years as is the practice in other states of the country and strengthening of panchayats and local bodies.
