| Favoritism, Nepotism, despite hard claims of good governance | | To err is human, to turn a blind eye is also human, so don’t blame it on | | … Sanjay Khajuria Jammu April 26 Coalition government came with a motto of “Good Governance, Transparency and eradication of Favoritisms and Nepotism in 2002’ as an alternative government to the people. The difference this alternate government offered is chairing in junior most doctor as Director ISM and refusing promotions to 1995 batch of Sub Inspectors and retrenchment of employees, people pin pointed. What compelled the coalition government to catapult the junior-most doctor in the chair of Director ISM, raises two simple queries - either he is influential enough to brush aside the seniors falling in the said competition or government failed to maintain its commitment to check the favoritisms. It is to mention that the Government Order No: 542-HME of 2002 dated 9/05/02 has a list of Dr VDS Jamwal confirmed as Physician Specialist on June 1, 1991, Dr O D Sharma on May 1,1993; Dr A R Masoodi on February 1,1994; Dr M A Pampori confirmed on July 1,1994; Dr Balwant Singh on December 4, 1996 and lastly Dr Abdul Kabir on May 2,2000 Viewing this order, the Dr Abdul Kabir, seemed to be most fresh candidate but adroit and crafty enough, to join in the race for the chair of the Director ISM (J&K). However, the row between the Director (Retd) ISM (J&K) Dr M S Sethi and the present doctor brought the matter to the light. As a letter written by then Director ISM to the Chairman Public Service Commission on March 22, 2005 seeking revocation of promotion doled to said doctor through DPC/PSC. Some of excerpts are, ‘the letter said that said person was sanctioned leave from May 17,1994 to June 16,1994 to go to New Delhi for examination but was also shown present on the his duties, over 1000 kms away from the his place of posting at Unani Dispensary in Kupwara. This letter also mentioned that the said person had passed his one year PG Course during the period between November 1,994 to June 15,1997, which was still treated as diasnon as per records, but has been given benefit of this diasnon period for further promotions. Responding to the said communication, the then Deputy Secretary Public Service Commission in his communication to the Commissioner/ Secretary to J&K Government Health and Medical Education on April 25, 2005 has also underscored brightly as pointed by Dr M S Sethi the period i.e. November 1, 1994 to June 15, 1997 under Government order 614-HME of 1999 dated November 24, 1999 that the period is nondias but had regretted that the facts were not brought to the notice of DPC. Whether it was official red-tapism or influence of the said incumbent that he managed to get the said period settled as ‘study leave’ and that too just after a day of the Sethi’s communiqué to Chairman PSC J&K on March 23,2005 Firebrand leader, Lal Singh the then Health Minister in 2002 and his predecessors Suman Lata Bhagat and present Mangat Ram Sharma, too failed to break the strong cobweb created in ISM Department and gave their nods to various proposals. Here again, a question arises what makes the then under secretary, Abdul Hamid to modify the already issued government order that too six years ago (GO 614 of HME of 1999 dated November 24, 1999. It is to mention that the man has been in news for one or the other reason, as expert of Unani Medicine was catapulted as a member secretary to Vansparti Board to look after project of crores of rupees to plant herbs and medicinal plant in the state under central sponsored schemes. Sources in the ISM department simply said his easy access in higher political circles has made him to ride on the roller coaster against the other deserving candidates. Sources also said that just after the announcement of the creating of new eight districts, like ‘air castles, new ISM dispensaries were created in Valley and Jammu and even the supplies were also sought for these dispensaries.
