HC directs SSRB to allow petitioners to appear in Screening Test
Rejection of application forms of JEs

Jammu, Aug 1 (JNF): In a bunch of petitions filed by petitioners challenging the rejection of OMR/ICR application forms, Justice Janak Raj Kotwal today directed State Services Recruitment Board (SSRB) that subject to objection they shall allow the petitioners to appear in the screening test.
The petitions filed by Shivam Singh & others whose candidature for the post of Junior Engineer pursuant to advertisement notice No 3 of 2012 dated December 28, 2012 and No 11 of 2013 dated December 24, 2013 stood cancelled due to some deficiencies in the OMR application forms.
According to the petitioners, they are eligible for the posts both on the count of age as well as qualification. Justice Janak Raj Kotwal, after hearing the two sides, issued notice to Chairman SSRB, Secretary SSRB and Administrator SSRB and directed them to file objection.
Justice Kotwal while issuing notice, observed that petitioners' candidature for the post of JE stands cancelled due to deficiencies occurring in their OMR applications forms and the petitioners' contention is that they are eligible for the post both on the count of age as well as qualification. Upon this, he said it appears prima-facie that errors have been committed by the petitioner while filling up their OMR forms and as a result of which their candidature has been cancelled and they are deprived of taking part in selection process and found a sufficient prima-facie case for showing indulgence at this stage as the screening test is scheduled for August 3, 2014 onwards and directed SSRB to allow the petitioners to appear in the screening test at their own risk. Justice Kotwal observed that appearing in the screening test, however, shall not confer any right on the petitioners for the participating further in the selection process, which shall be governed by further orders of the High Court.
