Early Times Report

JAMMU, Aug 10: Jammu and Kashmir Dalit Sena (JKDS) Chief, Romesh Lal Bhagat, has strongly assailed the PWD (R&B), PMGSY and Forest authorities in hobnobbing and hatched a deep rooted conspiracy to deprive the scheduled caste village Suranga and Scheduled Tribe village Kunthal of Tehsil Thathri - Panchayat Joura Kalan of District Doda of the road connectivity facility by deviating the main road on Khara - Jai road project.
Although 1987 survey road project did not receive final approval due to lack of funds but was conducted by impartial and non local engineers who had kept all norms in view and had not tried to favour any individual or particular village as is being done mow by the local engineers of R&B & PMGSY. The discarding of 1987 survey is quite in-genuine and prompted by vested interest otherwise it was a perfect survey.
Bhagat said that it is extremely regrettable that the authorities have become mute, deaf & dump over the agitating hue & cry of the villagers since 2009 and undesired & unavoidable loss to environment, extra burden on state exchequer beside loss of irrigated land of the farmers is being allowed un-noticed.
Bhagat said that the 2007 Survey by R&B division Gandoh envisaged 16 kms road from Kahara to Joura (Kalan) first phase of Kahar-Jai road & funds had been sanctioned for this stretch to the tune of Rs 2184 Lakhs.
But 13.5 kms road was consumed up to Halaran by giving un-necessary zigs at Malanoo & Jia, instead of 12 kms, leaving 4 kms untouched deliberately to ignore Joura (Kalan) & Budhi which fall, in straight line and the combined population of both these villages is 1265 souls per report submitted by special committee constituted by Chief Secretary.
