| Dy SPs promotions draw flak, leave many disgruntled | | Few may go for legal discourse in this context for their just right | |
Abhishek & Sandeep Bhat Jammu April 29 Strong resentment is brewing in the police department over the recent elevation of 30 Dy SPs as certain quarters within the belt force presume that these promotions have been effected to help some blue-eyed boys of the government leaving many peeved and disgruntled. Questioning the rationale behind the promotion order, some officers on authorized anonymity opinioned that the department has deliberately kept information under wraps so as to keep any hindrance away until the final list takes shape. Further highly placed sources in the police department hesitatingly questioned the the manner in which the Police Headquarter has recommended the posts of SPs to the government, itself simply reveals that it is an exercise to favour a few. A senior official, on the condition of anonymity, demanded to know as to why two officials, who are now deputation to Tourism department and Baba Ghulam Shah University were not considered for the post of SPs despite their presence on the seniority list. Adding to it he further said four more posts of SPs have been shown to exist on the plea that four officials viz Karnail Singh, SSP, under suspension, BL Garyali, SP, Manzoor Dainposh SP and Abdul Hamid SP are retiring in the year 2007 and such new SPs can be appointed can be appointed in their place. Likewise, four posts of SPs have been created on the premise that four officials of the state police are likely to be inducted in the Indian Police Service. Another high seated rank alleged that department deliberately mentioned only one court case pending in this regard and that was S K Arora and others Vs State and others, which has been challenged by the department by a LPA. They however allege that another case in the name and style of Sheikh Abdul Rashid and others Vs State of J&K and others is pending in the Supreme Court and is listed for final hearing on August 18, 2007. The officials, who have filed this case allege that had the department mentioned this case in the recommendations to the Home Department than the government could not have effected these promotions. They said that the decision of the above mentioned case would have had implications in the proposed placement of Dy SPs as Superintendents of Police as the petitioners have almost same seniority as those who have been promoted by the government. Here it must be mentioned that there are 134 posts of Superintendents of Police sanctioned in the State Police Service Cadre and against these sanctioned posts, there are 115 Superintendents of Police ( 55 regular and 60 OPG) existing in the strength of the cadre, which leaves 19 posts as vacant. However, by doing minor adjustments here and there, the department has managed to increase the number to 29 and this has been done for obvious reasons.
