| Photo electrol rolls to ensure free polls | | | Jammu, April 30, Introducing yet another electoral reform aimed at conducting free and fair polls in Jammu and Kashmir the Election Commission has decided to prepare photo electoral rolls to check impersonation and fake identity during voting. Work on the ambitious project is already underway and the Commission has asked the Chief Electoral officer to complete the project by May-June 2008 so that in the next Assembly poll, due in October 2008,voters identity is cross checked using photo electoral rolls. A private company has been entrusted with the job of scanning 25 per cent of the available picture records of the state electorate and the same is likely to get completed by June 2007. A senior functionary of the Election Commission said here today that the next phase of completing the photo electoral rolls will be completed by June 2008. For the second phase the Commission will organise camps across the state for preparing an image bank of over 61 lakh voters in the state. During these camps digital pictures of voters enrolled by the commission, will be taken separately followed by pasting them on the electoral rolls. The commission officer said that another purpose of introducing photo electoral rolls was to check misuse of photo identity cards, issued by the commission to voters in the last election. This would also prevent militants from entering into the polling booths. The Commission officials said that in the past militants had misused the identity cards, issued by the electoral office, for getting passports and for managing a safe passage within and outside the state. The commission officials said that in case elections were ordered before May-June 2008 voters may not avail of the facility of using photo electoral rolls. They said if the poll was held as per the schedule in October 2008 "our project will be by then completed
