| Govt. yet to implement police report on reallocation of security forces in Kashmir | | | Jammu, April 30
The police authorities in Jammu and Kashmir have yet to implement the reports sent by police heads in each district regarding reallocation of security forces with the aim of ensuring vacation of orchards, agricultural land and houses occupied by them. The State Government, acting on the direction of Prime Minister, Dr Manmohan Singh, seeking immediate vacation of orchards and houses occupied by security forces, had asked senior superintendents of police in each district to identify places from where the security forces could be shifted. The police teams had also been directed to identify places where the security forces could be reallocated. A senior police officer said "the reports have been completed and were submitted to the police headquarters several days ago. "He said it was for the people manning the police headquarters to issue orders for shifting of the security units and pickets. In reply to a question the officer said that "our reports pertained to the orchards, houses and agricultural lands occupied by police and paramilitary forces during the last 15 years." As far as the Army pickets and units were concerned the matter had to be sorted out by the state Government with the Defence Ministry and the authorities in the Northern command. Another police officer said that over the years the Army had not vacated Tattoo grounds and the Haft Chinar area in the city of Srinagar. He said the Government had allotted vast chunks of land in Rangreth area near the airport for the Army to shift its Tattoo grounds and Haft Chinar units and pickets. "But instead of doing it the Army authorities have occupied additional 500 kanals of land at Rangreth,"he said The police report has recommended immediate shifting of units and camps of paramilitary forces at Manasbal,in north Kashmir, where 5,000 kanals of land belonging to Sheri Kashmir University of Agricultural sciences and Technology, have remained under their occupation for over a decade. The reports have recommended that in the new places, identified by the district police heads, either temporary structures or pre-fabricated huts be built for accommodating units of paramilitary forces. Meanwhile, a senior PDP leader and a former Minister, Mr Ghulam Hassan Mir said today "the process of demilitarisation and vacation of forces from orchards has begun. "When asked to identify places from where security forces were with drawan Mr Mir said "wait for some days more. The Prime Minister's instruction are to be implemented. "He said that once "our two main demands, gradual wthdrawal of troops and vacation of security forces from orchards, were implemented there will be further improvement in the political and security scenario."
