| Poor utilization of funds under various schemes worries panthers leaders | | | Jammu, April 30 (KIP):- Chief Minister, Mr Ghulam Nabi Azad’s drive for improving the work culture seems to have suffered abortion after the state Government failed to utilize about Rs.1,000 crores earmarked for various development projects during 2006-2007 financial year. This startling revelation has been made by a senior Panthers Party leader and MLA, Mr Harsh Dev Singh.Mr Singh had remained a Minister for Education for three years and after the change of guard in the state in November 2005 he failed to get a berth in the cabinet because of tussle he had with the party supreme,Prof. Bhim Singh. Informed sources said that Prof. Bhim Singh wanted himself to be given a cabinet post while Mr Azad was in favour retaining Mr Harsh Dev Singh. Mr Harsh Dev Singh told Kashmir Independent Press in Jammu on Monday “I feel pained the way the poor work culture coupled with lack of administrative guidance had resulted in non-utilisation of about Rs.1,000 crores earmarked for various development works.” The former Education Minister said that there was zero utilization of funds allotted on centrally sponsored schemes which included those in the power sector. After the state agencies failed to utilize funds nearly an amount of nearly Rs.1, 000 crores lapsed with the onset of the new financial year. Mr Singh said that in various cases non-utilization or underutilization of funds was the result of release of funds, supposed to have to be released in April 2006, in March 2007.He feared that major portion of the funds, released after a gap of 10 to 11 months, may have been misutilised. He said that another factor responsible for the fiscal mess was the ongoing political tussle between the Congress and the PDP. This conflict between the two main partners in the ruling coalition had affected the decision making capacity of the Government. He said that in Education Department dozens of teachers were faced with bleak future after their promotion avenues had not been yet opened by the Government. He claimed that these teachers had complained to the concerned authorities that time had come for removing stagnation but till date there has been no response from the Government.
