| Nair for setting up standing committees | | PHD Chamber organizes CSs Summit at New Delhi | | Jammu May-07 Principal Secretary to Prime Minister, T K A Nair, has stressed the need for setting up of standing committees of State Secretaries to push forward the concept of Northern India Common Economy in the areas of power, e-governance, taxation and drinking water. To evolve consensus, the Committee should meet periodically to review the progress, he emphasized. He was inaugurated the Chief Secretaries Summit organized by the PHD Chamber and Industry in New Delhi, in which Chief Secretaries and senior functionaries from ten States participated, besides over 200 delegates drawn from the Northern region. Unanimously endorsing the concept of common market, the Summit felt the need for organizing more frequent interactions to take the concept to the logical end in a given time frame to enhance economic in the North, a PHD release said. One of the upshots of the summit was the unanimous decision of the Secretaries to ‘wire’ the region through e-governance and in this regard it was agreed to introduce digital work flow administrative system to cut down the paper work, automation of treasury and sub-treasury operation, digitalization of VAT and other taxes information system, automation of PWD management. Laying emphasis on upgrading the skill through public-private partnership to enhance the availability of the right manpower and to improve the employability, Nair said that ‘presently in India one out of four people are unemployed’. He said various infrastructure projects being implemented by the Centre like Delhi-Mumbai corridor and the proposed Delhi-Kolkata corridor would help in making industries in the region globally competitive. He called upon the galaxy of civil servants to come out with an integrated development plan in consultation with the business organizations like PHD Chamber to address to the larger interests of the country. Earlier, in his welcome address Sanjay Bhatia, President PHD Chamber said that efforts should be made to re-synergize the capital of North India adding that critical E-governance, interstate barriers to trade, power and drinking water are the core issues of the Summit. The Summit was also addressed by Ashok Khanna, former President PHD Chamber, Gokul Patnaik, Chairman Task Force on Inter-State Barriers to trade and Ravi Wig. The summit, among others, was attended by R I Singh, Chief Secretary Punjab, S K Das Chief Secretary Uttrakhand, V V Bhat Finance Secretary Delhi, P K Chaudhary, Principal Secretary Industries and Commerce Haryana, Ajit Seth, Resident Commissioner, UP and Lokesh Jha, Principal Secretary Industries and Commerce Jammu and Kashmir.
