| Imbalance in assembly seats must end to reduce gap between the two regions: Harsh | | All political parties need to participate in May 12 | | Jammu May 9 Former Education Minister and Jammu & Kashmir National Panthers Party MLA, Harsh Dev Singh today persuaded the various political parties and their leaders to participate in the forthcoming All Parties Meet scheduled on May 12. Singh cautioned that new proposal of increase in 25% of seats in assembly will further widen the gap between the two regions of state. Addressing a press conference here today, Harsh Dev Singh MLA and Senior leader of the JKNPP determinedly said that rising above from the party interests all political parties need to participate in this meet to enliven the democratic set up. Referring to the reluctance from coalition ally PDP, he said, “Not only PDP but also all need to come to consensus for justifying the verdict of the people given to the various political parties in 2002. Drawing attention towards the PoK Refugees, the JKNPP leader Singh categorically said that Kashmir based leadership needs to feel the gravity of the plight of the refugees and should endorse the claims of the their basic human rights. Stressing for the equally seats in two region, he stressed for the equal political representation/ seat distribution among the two regions viz. Jammu and Kashmir of the state and cautioned that any tilt in seat sharing would create the gap between the two regions being alleged since the decades. Further he added that for delimiting the said Assembly Constituencies Sub Sec. (2-a) of Sec 4 provided for due regard to certain factors which included population, geographical area, nature of terrain, facilities of communication and like considerations. Singh said that all the five factors as laid down in Sec 4(2a) weighed considerably in favour of Jammu thus making out strong case in favour of Jammu region for a higher number of seats due to more population and more spread area of the region. He said that dominance of Kashmir politics on the state scene was primarily the outcome of their dominant share in the Assembly seats and said that only way to ensure justice to Jammu was to accord it equal number of seats as had been projected by him in his Private Members Bill No. 11 of2007 as moved, by him in the assembly in the Jan-Feb 2007 Budget session but regretted its decline. At the same time the he demanded for the 2/3 political representation for the PoK refugees of the total seats kept reserved for the PoK. Humming the similar tunes former MoS Yash Pal Kundal stressed demands of the PoK be conceded to at earliest and also supported the equal assembly seat distribution between the two regions.
