| IMPA to team up with reputed institutions for capacity building | | |
Srinagar May 11 As a significant development, Jammu & Kashmir Institute of Management, Public Administration and Rural Development (IMPA) is signing memorandum of understanding with four reputed institutions of the country for capacity building through exchange of faculty, research and documentation and cross fertilization of ideas. The institutions include All India Institute of Local Self Government (AIILSG), Mumbai, Yashwantrao Chavan Academy of Development Administration (YASHADA), Pune, School of Planning and Architecture (SPA), New Delhi , and Human Settlement Management Institute (HSMI), New Delhi. Approval to the signing of MoUs was accorded by the IMPA Executive Council Sub-Committee here on Thursday during its 5th meeting chaired by the Chief Secretary (Chairman, IMPA Executive Council Sub-Committee), Mr. C. Phunsog. Members of the Committee, Mr. S. S. Kapur, IAS, Principal Secretary, Planning & Development Department, Mr. Pankaj Jain, IAS, Director General, J&K IMPA, Mr. B. B. Vyas, IAS, Commissioner/Secretary, Finance Department, Mr. Ahmadullah Shah, KAS, Additional Secretary, General Administration Department, representing Principal Secretary, GAD and Mr. Khalid Bashir Ahmad, KAS, Joint Director, J&K IMPA and Member Secretary were present. The tie up with these institutions would help IMPA share their research and faculty expertise in different areas and draw from the latest and emerging trends practiced by these institutions in the respective fields. The arrangement would broaden the knowledge base of the Institute leading to capacity building and improvement in human resource of various Government departments. The Chief Secretary welcomed the idea of J&K IMPA working in collaboration with reputed institutions of the country. He appreciated the initiative and desired that Action Plan for each MoU be drawn up for implementation. The Committee expressed satisfaction over the MoUs and hoped these would pave way for the Institute becoming a knowledge hub. Principal Secretary, Planning & Development stressed the need to implement the MoUs in a meaningful manner and suggested that local experts/officials of various Government Departments should be identified to network with these institutions through the platform of the MoUs. These officials could later use their freshly acquired expertise for further capacity building in their departments in the respective areas of activity. He called for identification by J&K IMPA of the training needs of Government departments and drawing up of a list of senior officers of the State Government as guest speakers in sector specific training programmes of the Institute. He said J&K IMPA has to establish itself as a premier training institute of the State and suggested linking up of IMPA training courses with MoUs, sector specific/MoU specific Guest Faculty and the needs of the different departments of the state. He also suggested a MoU with IIFT, New Delhi. Commissioner/Secretary, Finance opined that the MoUs should fit in with the overall training policy of the State Government. He said the Government has earmarked Rs. one crore as training budget for General Administration Department. He said the money could also be utilised for deputing officers to the partner institutes of J&K IMPA. He suggested sending 100 officials to AIILSG, Mumbai and 20-25 each to YASHADA, SPA and HSMI. He said various Government departments have separate training budgets which need to be dovetailed with J&K IMPA for ensuring capacity building of the officials of these departments. Director General IMPA welcomed the highly positive response of the Committee to the MoUs and said that similar MoUs were being explored with Centre for Good Governance, Hyderabad, National Institute for Rural Development, Hyderabad and Indian Institute of Management, Lucknow, S. P. Jain Centre of Management, Mumbai etc. He said MoUs on other subjects could also be drawn up to cover inter alia WTO, IIFT, etc. He said Asia Pacific Chapter of NASDAQ and SEBI would also be approached to give exposure to officers including from J&K Bank and Finance Department on Capital markets, IPOs, Global Depository Receipts and American Depository Receipts listed in the international stock exchange. He said this would open up possible future employment opportunities for the people of the State. He said J&K IMPA is in the process of expanding its list of guest faculty from within and outside the State. He said the Institute is redefining its priorities to become a knowledge hub in Jammu and Kashmir. Later, the DG appointed Nodal Officers for the MoUs from among the faculty members who were asked to draw up Action Plan for each MoU.
