All party meeting in J-K set to be a heated affair

Jammu, May 11:
The all-party meeting called by Jammu and Kashmir Chief Minister Ghulam Nabi Azad on Saturday is set to be a heated affair with one of the main issues on the agenda being the increase in the number of assembly seats across the state.

Azad has called the meeting to discuss the issues like increasing the number of assembly seats across the state, normal delimitation of the existing assembly constituencies, granting of permanent resident status to refugees of 1947 and issues pertaining to refugees of 1965 and 1971 wars.

However, the issue which is going to generate a lot of heat will be delimitation of assembly constituencies for increasing the strength of legislative assembly by 25 per cent for all the regions of the state.

The existing strength of state assembly is 87 with Kashmir having 46 seats against 37 to Jammu and four to ladakh region.

The state government had tabled a bill in assembly in the summer session last year to increase the number of seats by 25 per cent in Jammu, Kashmir and Pakistan-occupied Kashmir but it could not be introduced due to opposition from certain parties.

The bill would have failed the test on the floor of the house as it requires two-third majority for passing.

With some of the parties opposing, there was no possibility, a senior MLA told reporters on condition of anonymity.

He said the bill, if enacted, would not have changed the existing regional balance as all the regions of the state would have an increased share of 25 per cent to the present number of seats.
