| Police bear brunt of Government’s indecision | | | Jammu, May 12 Indecision is the hallmark of the Congress led coalition Government in Jammu and Kashmir. And this is more evident in the Police Department than in other offices. Official sources confirmed that as a result of tussle between the Congress and the PDP over the elevation of Senior Superintendents of Police to the rank of DIGs, as many as 10 posts of DIG have not been filled during the last over one year. The sources said that at one time the Congress mooted the idea of giving promotion to three police officers to the rank of DIG. However, this move failed to fructify when several other ministers opposed it on the plea that if 10 posts were vacant why not to fill all these posts. Some from the PDP Ministers wanted at least 11 SSPs to be promoted to the rank of DIG. As a result of the delay in filling 10 vacant posts of DIGs, a situation has risen wherein one DIG has to look after three to five districts instead of the prescribed norms of supervising law and order in two districts. Another instance of indecisiveness is about 36 DSPs, who completed their training more than eight months ago, have not been adjusted so far. The police headquarters had given an impression that the cabinet had to clear their adjustment but resentment touched a new high when police officers came to know that the DG Police was empowered to issue the adjustment order. One officer said “we have not been given any responsible assignment. Some of my colleagues, waiting for adjustment, are being asked to do random works with the result their talent was wasted.” Yet another example of to do or not do policy of the Government .Four new districts have already been carved out in the Kashmir Valley and District Development Commissioners have been posted in these new districts. But the tussle between the PDP and the Congress has delayed the posting of SSPs in the new districts. The SSP Anantnag is still in charge of new district of Kulgam, the one in Pulwama has to look after the new district of Shopian also. These instances are said to have raised the level of resentment among the police officers who clamour over stagnation in the promotion avenues
