Clandestine call centers busted in Kargil; multi- crore scandal unearthed.

A preliminary enquiry into clandestine misuse of BSNL communication network at Kargil by a private party has revealed a criminal conspiracy between BSNL officials led by Shameem Ahmad Bhat S/O Gh. Mohd Bhat T/O Khanpora Baramulla, Junior telecom officer, Kargil and a private party headed by Ajaz Ahmad Bhat S/O Abdul Rehman Bhat R/O Shah Anwar, Colony Hyderpora, resulting into loss of crores of rupees to BSNL.
A State Vigilance Organization team headed by IGP Vigilance S.K.Mishra and including two SSPs, Gulam Hassan Bhat and T. Namgial with 24 investigating officers carried out searches early this morning at five call canters belonging to Ajaz Ahmad Bhat at Kargil and collected incriminating material connected with these clandestine communication Centers which were using BSNL facilities for providing connectivity to subscribers in other countries at cheaper rates. Consequently BSNL was being put to considerable financial loss. Searches were also carried out at the residences of Bhat, at Srinagar and Kargil. Similarly, searches were carried out at the Kargil residence of Shameem Ahmed Bhat, Junior Telecom officer.
According to the reports Ajaz Ahmad Bhat had set up a network of call centres with conferencing facility at Kargil, for the last about two years. Through these call centres, clients / beneficiaries in different countries including Saudi Arabia, Dubai, Qatar and Nepal in particular were able to communicate by making international calls at concessional rates. The BSNL officials by misuse of their official position have dishonestly and fraudulently provided local call telephone connections coupled with code facility for clandestine ISD calls to the call centers belonging run by Ajaz Ahmad Bhat. These call centres with a large numbers of hired operators were run round the clock.
As a result of this conspiracy, BSNL was put to loss worth crores of rupees every year which would otherwise have been paid as call charges by the subscribing call centres or ISD subscribers. Ajaz Bhat has agents abroad, who procure clients, collect call charges and send them to Bhat who shares part of the illegal earnings with Shameem Ahmad Bhat and other BSNL employees, the sources said.
A case FIR No. 30/2007 VOK U/S 120 RPC read with 5(1) D, J&K Prevention of Corruption Act has been registered and investigation started, the sources added..
