Apolitical, efficient administration must for development: Azad

Highlighting the role of government functionaries in translating development schemes into reality, Chief Minister Mr. Ghulam Nabi Azad Wednesday asked government employees to be vibrant, apolitical, efficient and work with devotion.
Chief Minister was addressing to separate meetings of district officers at Baramulla and Kupwara.
Administration at all levels should be responsive to public demands and work with zest and dedication to ensure that benefits of works percolate to the people, he said and added that an effective mechanism to register peoples’ grievances at block, tehsil and district levels be put in place so that action is taken to redress the genuine grievances.
“During last six months, I interacted with large number of individuals and deputations in my Private offices at Srinagar and Jammu and strongly felt the necessity of a well nit grievances registering mechanism from grass roots to the apex level”.
Chief Minister said that holding of Public Darbar at district headquarters and in tehsils will be made mandatory for Deputy Commissioners and other government officers. This would help to bring people and administration closer to each other and address public demands swiftly, he added.
Chief Minister said that the officers must dedicate at least two hours everyday to public hearing in addition to the normal working schedule. He advised all District Development Commissioners and other officers to visit tehsil headquarters at least once a month to listen to the grievances of the general public and ensure their speedy redressal.
Mr. Azad stated that everybody is answerable of his/her deeds in the hereafter therefore the officers should primarily be accountable to their own conscious.
Chief Minister lamented that the people in the state do not have a sense of belonging. Jammu and Kashmir was once known as the face of India. It can not today even be considered a tail of it.
He further stated that the government employees do not have any political constituency. They must work fearlessly and without any political consideration. He advised that citizens committees should be constituted for monitoring the progress and quality of development works.
Referring to the measures his government has taken to strengthen healthcare delivery system, Chief Minister said that to make the healthcare system effective in peripheral and rural areas, the Prime Minister Dr. Manmohan Singh agreed to provide Rs. 5 crore each for upgradation and modernization of district and sub-district hospitals across the state.
Mr. Azad further stated that Government of India provided Rs. 1.50 crore as a special case for land acquisition in PMGSY though there is no such provision in the scheme for rest of the country.
Referring to the institution of Additional District Development Commissioners in all districts to monitor progress of works, Chief Minister said that the system has worked well and tangible results have been registered. He said frequent visits of the officers to monitor physical and financial progress of works have ensured timely execution without any compromise in quality. He said that people’s participation in development programmes should be ensured at all levels.
He emphasized the need of quick disposal of files adding that people should not suffer due to red-tap or inefficiency of any particular officer. He advocated attitudinal change in the mindset of government employees to bring the functioning in tune with the requirements and demands of people.
Mr. Azad said the bold and historic decisions taken by the government for the benefit of the people require missionary spirit. “You have a key-role in this regard” he said and asked them to deliver to the best of their capacity.
Among others Minister for CAPD Mr. Taj Mohi-ud-Din, Minister for Horticulture Mr. Mohammad Dilawar Mir, Chief Secretary Mr. C. Phounsog, Director General of Police Mr. Gopal Sharma, Deputy Commissioners Baramulla, Kupwara and Bandipora and other senior officers were present on the occasion.
