Progressive decline in terrorist violence in J&K state: Jaiswal

Jammu, May 16, 2007.
The Union Minister of State for Home, Sriprakash Jaiswal informed Rajya Sabha today that as per the reports of the Jammu and Kashmir Government, there has been a progressive decline in terrorist related violence over the years. He said that while 2565 terrorist related violent incidents took place in the Year 2004, 1990 such incidents took place in Year 2005 and 1667 incidents in the Year 2006. He said that 211 incidents took place during the period January to March ,2007 compared to 295 such incidents during the correspondent period of last year.
The Union Minister informed Rajya Sabha that there have been demands and reports from various sources from time to time, about reduction of the level of security force deployment in J&K State in view of the overall improvement in the security environment. However, the approach of the Government is to ensure that the deployment of security forces is related to the scale of problems and requirements on the ground. Sh. Jaiswal said that Centre has already decided to constitute a committee under the Chairmanship of the Defence Secretary to examine the overall situation and security forces deployment in the light of the approach of the Government and to determine whether there is need to relocate and reconfigure the existing security forces deployment.
When asked as to what steps the government is taking to ensure that militancy does not resurge in those parts where the Government thinks that situation is under control, Sh. Jaiswal said that the security situation in J&K State is kept under continuous review and security forces are deployed in different parts of the State for different duties such as border guarding, prevention of infiltration, counter insurgency and area domination, guarding of vital and sensitive installations and persons under threat/risk. He said that the deployment of the forces depends upon the requirements and is periodically reviewed by the State and the central Government.
