Is it lull before storm or militancy on decline?
Officials say infiltration down; agencies claim 25 p c rise

Within the various voices on the infiltration across the LoC and drop in terrorist violence in the state, the ear deafening sounds of blast that brought down Police station Nowgam to grounds in valley yesterday has knit a web of speculations and apprehensions. Be it an accidental or terrorist strike - it has rocked the valley once again.
If it is a lull prior to the storm or the militancy, in actual, has been wiped out - has become a point to ponder over these days. And heads are seen together to discuss over the topic of confusing remarks from various people concerning issues like infiltration and terrorist related violence in this turmoil ridden state and that too when the demand of demilitarization is being made.
Worth to recall the infiltration has become a shuttle in the court of the defence ministry and the political circles and both have always been drawing circles within the circles confusing the local masses. One-day agencies claim that infiltration has increased while on the other hand the political parties negating the agencies report claim it has gone down reducing just like shuttling the issue in a political court. Not only the infiltration, but also the issue of violence related to the terrorism infested state too has reduced to a shuttling cock.
For inept the government records mentioned that the official records stated that terrorists related violence 2565 in 2004 it has reduced to 1990 in 2005. And following the consecutive years the incidents has further come down to 1667 in 2006 whereas the same has been noticed upto 211 in January-March this year. Further official records mentioned that as compared to 295 in the corresponding period of the year 2006. Recently MoS Home Sripraksh Jaiswal stated in Rajya Sabha on the other day disclosed this and similar statistical data about the decrease in the militancy related violence was tabled early this year. It is pity despite hard claims the infiltration has declined but the terror regime continued to heat the cool valley of Kashmir and the high terrains of the Jammu region. Speculations are high that summers may bring surprises to the agencies with the melting of snow in the higher reaches which will open the blocked passages ensuring the increase in infiltration of trained militants stuck up in snowy regions. Certain quarters are backing the government claims that infiltration has been downed and are hoping further decrease in the militancy related violence. On the other hand a section of the people pondering over the agencies report about 25% increase in infiltration and are fearing more violence in state.
