| Azad describes administration hub in development | | Calls for attitudinal change to catapult progress | |
Srinagar, May 18 Chief Minister Mr. Ghulam Nabi Azad Friday said that the variegated topography and diverse geo-climatic conditions of the state demand area specific approach of the administration to make development schemes result-oriented. “Difficult and varied geographical terrain, severity of winters, rainy seasons and inaccessibility of areas have placed us at receiving end all along. Eighteen years of militancy have further compounded the problems”, Mr. Azad maintained and called for attitudinal change. Chief Minister was speaking to district, tehsil and block officers of Srinagar and Ganderbal districts here at SKICC. He said that managerial capacity and personal dynamism of officers is pre-requisite to ensure benefits of development accrue to people and development scenario gets considerable fillip. “Officers and functionaries are the hub of development and their performance actually sets progress into motion”, he added. Giving a clarion call to government functionaries and addressing their conscience Mr. Azad beseeched upon them to transform and sincerely deliver for the good of people and the state. “God has provided you with authority and you have to utilized it for public good and seek His blessings”, he said and laid emphasis on giving personal touch to every performance. Giving example of progress in south Indian states, Chief Minister said some 20 years back these states were far-behind northern states in the field of development but the attitudinal change in the governance catapulted their economy and development. Jammu and Kashmir which once used to be face of India presently lags behind in infrastructure and progress, he said adding “we have to work with dedication to restore the lost glory”. Citing example of reconstruction of residential houses by the people in earthquake hit areas of Uri, Tangdar, etc in shortest possible time by putting in personal dynamism and utilizing the relief funds judiciously, Chief Minister said if the officers of the government exhibit same spirit and consider public schemes as their personal, the day is not far when tangible results would be achieved on ground within stipulated time frame. “Time has provided us an unprecedented opportunity to develop speedily. The central and state governments are at present working on same wave length and spirit to develop Jammu and Kashmir. This friendly and cordial atmosphere may not lost for ever, as such, we have to take best advantage of it and utilize the huge finances provided by the centre liberally for all round development of the state”, Chief Minister asserted. He said prestigious and gigantic development projects have been kick started under Prime Minister’s Reconstruction Plan, Asian Development Bank Funding, PMGSY, Bharat Nirman, National Rural Health Mission and JNURM in the state to ensure all round development equitably across the state. Mr. Azad said that Rs. 8000 crore twin cities development plan envisaged under JNURM is certain to transform the development scenario of Jammu and Srinagar cities and upgrade both as modern metropolitans in due course of time where basic amenities would be available to the citizens abundantly. Chief Minister said unlike other states where funds between central and state governments are shared in 50:50 ratio Jammu and Kashmir has been favoured by providing 90 percent central share under JNURM. He said that over 60 towns of the state are also being developed under the towns’ development programme with central funding. “If we work and work with dedication declaring next four years as years of progress and achievement, Jammu and Kashmir would be No. 1 state in public infrastructure development in the country”, Chief Minister said and added that people have great faith in administration “you have to come up to their expectations and deliver on ground”.
