| Track II diplomacy ramble on | | India's Lamba, Pakistan's Aziz in action | | SPECIAL CORRESPONDENT NEW DELHI, June 30: Fact of history of India and of Pakistan: Politcians, ruling as well as in the Opposition, often make louder noises even on petty issues. This is no so with diplomats of the two countries after they are assigned important duties to perform without any fanfare--in secrecy, to be precise. When Track II diplomacy becomes the objective of a set of diplomats of the two countries, they experience no financial constraints to carry forward the exercise, generally known as 'peace mission'. And they can meet anywhere beyond the boundaries of India and Pakistan.
This phenomenon has, once again, become a reality with the important role being played by the two diplomats of India and Pakistan. Pakistan's National Security Council Secretary, Tariq Aziz, and former Indian diplomat, S.K. Lamba, did not take the media of the two countries into confidence when they set out to meet in Dubai. Their main purpose was to review the result of third phase of the India-Pakistan composite dialogue process. S.K. Lamba, who is playing a vital role in the Track II diplomacy from the Indian side met Tariq Aziz in Dubai and assured that the Indian government would not only take constructive measures for making the next phase of the composite dialogue a success and pacing up of the dialogue process but would also respond positively to Pakistan’s suggestions. And insiders have this piece of information: Tariq Aziz briefed the ex Indian diplomat of Pakistan’s reservations on the slow pace of the dialogue process and no progress or result on any issue of contention. He told Lamba that Pakistan wants result-oriented dialogue so that both countries could move on to other important issues of contention such as the Kashmir dispute. If these insiders were to be believed, both sides agreed that pragmatic steps would be taken for making the fourth phase of the dialogue process more result-oriented and the process of Track II diplomacy would continue and if at any stage any obstacles are encountered it would be removed through the Track II diplomacy so that the normalization of ties process could continue between the two countries.
