Handwara (Kupwara), May 19 Senior Peoples Democratic Party (PDP) leader, Muzaffar Hussain Baig has said resolution of the Kashmir issue is not only vital for peace in the State, but is equally important for the security and stability of the region. "Delay or complacency in the resolution of the issue would only reinforce the writ of the destructive elements who will be eagerly waiting for an opportunity to again blow up the fragile situation," he said. Addressing one-day convention of PDP workers here today, Baig said history has offered a momentous opportunity to India and Pakistan to make enduring peace in Jammu & Kashmir and march ahead on the path of economic and social progress. "I am sure the leadership of the two countries has recognized this historic reality," he said and added the most crucial ingredient the sub-continent's leadership has to exhibit now to lead the process from the front is the political courage. "Though Kashmir was at no point of time part of the gory politics of discord that engulfed the sub-continent in the run-up to the partition, ironically, this is the only place which continues to pay a huge price for it," he said and added that it is the responsibility of the Indo-Pak leadership to bring Jammu & Kashmir out of the troubles, not of its own making. Baig said while the responsibility of resolving the external dimensions of the Kashmir problem lies with India and Pakistan, internally we will have to move fast in bringing the democratic temper, character and tradition of our country in its full force and measure to Jammu & Kashmir. "It is a pity that even after sixty years of independence, for whatever reasons, democratic institutions in Jammu & Kashmir, for their very survival, have to seek shelter under the law enforcing agencies," he said and added that the most effective security system is provided by the people of a place and in Jammu & Kashmir, as well, the people's supremacy has to be reestablished for the ultimate solution of the problems. Baig emphasized that for the political class in the State to regain its relevance and credibility, the discourse in Jammu & Kashmir has to become increasingly democratic and political. "Neither the use of gun nor the threat of its use can in any way undermine the democratic processes and institutions," he said and added that the only way to resolve the issues is the involvement of the people and the civil society and Jammu & Kashmir is no exception. Strongly condemning the recent incidents of alleged highhandedness by the security forces with the women at Tral (Pulwama), Chingus (Poonch) and Gurez, Baig said the pledges at the highest level regarding zero tolerance for the human rights abuses must fast translate at the ground to build and consolidate the people's trust and faith in the system. He said the recent acts of human rights abuses have vitiated the atmosphere and there is an urgent need to address the public concerns. "The fundamental input that transformed the ground situation in the State after the 2002 elections was that the people got and felt the much-needed relief on the security and developmental fronts," he said and added that any reversal of this trend would only add to the alienation of the masses thereby spoiling the peace and reconciliation process. Expressing grief and sorrow over the loss of lives and property in yesterday's thunderstorm, Baig asked the Government to rush relief to the affected families. He also called for conducting a thorough survey of the damages to the apple, cherry and other crops due to the hailstorm. Addressing the convention PDP leader and MLC, Nizam-ud-Din Bhat asked the Government to speed up the developmental process especially in the hard areas of the State. He said the impact and response, political and developmental initiatives had generated during the first three years of the Coalition Government are diminishing and a sense of neglect has engulfed the people again. He said the Government must immediately address the just concerns of the people and ensure that they are not deprived of the basic amenities. He called for initiating immediate survey of the losses due to last night's thunder storm so that people affected by it get timely relief. PDP leaders Basharat Bukhari, Advocate Abdul Haq Khan & Peerzada Mansoor Hussain also addressed the convention.
