Congress' manifesto: List of promises it failed to keep

Jammu, Nov 25: After facing back to back debacles in Lok Sabha and in just concluded assembly elections at Haryan and Maharashtra, Congress party released its manifesto for assembly election in Jammu and Kashmir, however the manifesto doesn't replicate with its promises which it had made in last tenure.
Manifesto of Congress party speaks volume of its failure in Health and Education areas despite the fact that Ghulam Nabi Azad was Union Health Minister, yet state government failed to streamline the health department and the Ministers of Congress party in the coalition government had remained in lime light for wrong reasons for indulging in corrupt and unethical practices.
Manifesto promises cleanliness and maintenance of newly constructed hospitals but it cared little for cleanliness of primer hospitals of the Jammu including Government Medical College Jammu, SMGS Hospital, Gandhi Nagar Hospital where sanitation has always been an issue for patients. Stinking toilets, dirty floors are common specter of these institutions but government failed to improve the sanitation scenario of these hospitals till date.
Congress has mentioned in its manifesto about the availability of adequate doctors and healthcare professionals but it has failed to formulate a policy for the retention of the doctors migrating to other states for better job prospects and grave issue of absence of senior doctors in the hospitals could not be sorted out by the government.
While in the education sector, Congress talked about improved education from bottom to top but its' another minister, Tara Chand who was minister for school education in the NC led coalition government earned bad name for various reasons particularly due to his PRO Kewal Krishan who flouted all norms for making transfers of teachers as a trade and threatening Director School of Education, CEOs for his vested interest.
