Jammu,May 21 The delay in Chief Minister, Mr Ghulam Nabi Azad’s,commitment on setting up a committee of representatives of all major political parties for examining the problems of refugees from Pakistan and occupied Kashmir and the issue pertaining to fresh delimitation,relocation and rotation of Reserved segments has intrigued several political leaders in the state. Azad,during an all party meeting in Srinagar on May 12, had announced that a committee would be constituted which would submit its recommendations within 10 days.The Government,he had stated,would frame its policy on the recommendations of the committee.
Surprisingly,the committee is yet to be constituted though 10 days have already elapsed. Leader of the panthers party in the Assembly, Mr Harsh Dev Singh,said here today “I am amazed over the non-implementation of the Chief Minister’s announcement.” He said “by now the committee should have submitted its report to the Government.” “when the committee has not been constituted so far how could one expect the Government to receive its report within 10 days? ”He asked.He said in the all party meeting an attempt at arriving at a consensus on the issues of delimitation and grant of citizenship rights to Pakistani refugees had failed and hence the Chief Minister had found a via media by announcing that the issues would be examined by a committee of leaders from major political parties. With the participants, in the All Party meeting, taking three different angles, Chief Minister had suggested that Government would constitute a committee, comprising representatives from major political parties, and it would submit an interim report within 10 days. He suggested that the committee would focus on specific problems faced by the refugees as also people in Reserved and deserving-to-be-reserved segments. On the recommendations of the committee report, Government would devise a "realistic and comprehensive policy" and come out with a package of relief. It would also consider committee's recommendations on fresh delimitation, relocation and rotation of Reserved segments. He is understood to have said that the same committee, which would need many meetings, would later submit another report with regard to the proposal of increasing seats in the Assembly which required a constitutional amendment and two-third majority support in legislature. Senior BJP leader,Dr Nirmal Singh,said that the delay in the formation of the committee indicated that the valley centric ruling coalition was not in favour of redressing the problems and grievances of refugees,settled in Jammu for the last 60 years.He said it was stranger that on one hand Mr Azad was seen laying emphasis on work culture on the other his very instructions and decisions were being kept under the carpet. The leader said that the congress stand on the refugees problem would become known once the committee,after being constituted immediately,was told to submit its recommendations on the issue to the Government. “We are against lip service for the refugees from the Congress,”Dr Singh said. Mr Harsh Dev Singh said “we can wait for the report of the committee on delimitation but we cannot do it as far as the refugee issue is concerned.” He wanted the Chief Minister to see that his commitment was honoured as early as possible
