Vigilance presents two challan in trap cases

JAMMU, MAY 22
Vigilance Organization,(VO) Jammu, today presented two challans in two different trap cases against the then ZEO Rajouri and the then ASI Police station Bus-stand Jammu, who were caught red-handed by the Vigilance teams while accepting bribe.
According to charge-sheet, the then ZEO Rajouri Mrs. Shaheen Akhter had demanded and accepted Rs 6000 from the contractor for releasing his bills. As per the challan, on September 4 last , one Mohammed Hussain approached SSP Rajouri and submitted a complaint alleging that he was allotted the construction work of middle school Namblan under Sarav Shikesa Abhyan (SSA) Scheme and the work stood executed up to third stage which had been checked by AE and JE concerned. However, for the last two months Mrs. Shaheen Akhter ZEO Rajouri was not releasing the authority letter/ payments in favour of the complainant and was demanding Rs 10, 000 as illegal gratification. She had also threatened to stop the release of bills of the execution of fourth stage.
The SSP Rajouri after going through the complaint endorsed the complaint in original to HK Nazar Dy SP Vigilance Organization camping at Rajouri for further necessary action under law. The DySP forwarded the same to SSP PRK VOJ and a case under FIR No 20/2006 was registered. The VO constituted a trap team and laid a trap in the office of ZEO and recovered Rs 6000 and an amount of Rs 200 from breast area inside the shirt worn by her.
In the charge-sheet it has also been alleged that accused ZEO started losing her temper and started throwing the files and telephone on the table and used un-parliamentary language and thus created scene and also tore off collar and sleeves of her shirt in anger. With great efforts, she was taken into custody by lady police personnel accompanying the trap team. Arrest memo prepared on spot and in the meanwhile SHO Rajouri along with more lady police reached the spot. ZEO’s family informed about her arrest. She was produced before the Special Judge Anticorruption Jammu wherefrom she got the bail. After completion of the investigation challan u/s 5(1) (d) r/w 5(2) PC Act 2006 and section 161 RPC was presented against accused Shaheen Akhter the then Rajouri.
In another charge-sheet presented today by the VO in a trap case against the then ASI Bharat Bushan Koul who was posted in the Police Station Bus-Stand and was IO in a case under FIR No 56/2006 registered against Kulwant Singh had demanded Rs 5000. The VO on the complaint registered a case against the then ASI and laid a trap on November 20, 2006 outside the Court Complex Janipur and arrested the alleged accused while accepting bribe money. Later on, the accused ASI was granted bail by the Court and after completion of the investigation challan was presented in the Court of Special Judge Anticorruption Jammu who directed the VO to lead the evidence in both the cases.
