To discuss the issues and grievances related to essential services and supply of essential commodities in Jammu division, the Divisional Commissioner Jammu Mr Pramod Jain today convened a meeting of officers from various departments, NGOs and other public representatives here this afternoon.
Interacting with the participants the Divisional Commissioner enquired about the action plan constituted by the essential services departments for the ensuring summer and rainy seasons. He stressed upon the officers to chalk out effective mechanism to avoid any sort of crisis during hot weather.
Discussing about the preparations and requirements, the officers apprised the Divisional Commissioner about their performance and progress registered and plans formulated for coming months.
Chief Engineer PHE Mr V K Goswami informed about water supply scenario in entire Jammu region. He apprised about the position of tube wells and bore wells and the new ones to be constructed at identified locations keeping in view the most affected areas. He said the department has sufficient water tankers to overcome scarcity if arises in any area.
PDD Officers briefed about the measures being taken to ensure regular power supply during the summer months. The NGOs’ demanded 100 percent e-metering for regular power supply. They suggested earth wiring to minimize damages caused due to a air storms or any other calamities. Inconvenience faced by consumers due to erratic supply and low voltage was also highlighted. They asked the PDD to ensure cent percent metering from Bus stand to Raghunath Bazar area and provide regular power supply being the hub of pilgrim and tourist activities.
Regarding switching on-off of streetlights, Mr Jain asked the department to provide switches at the electric poles as done in many organized colonies to enable residents to switch on-off the streetlights during early mornings and evenings. He asked them to complete metering of left over areas. He directed for setting up control rooms at conspicous places for public to register their complaints and grievances for early redressal.
Mr Jain asked the PPD offices to publicize their achievements and new projects through media for public knowledge and convenience.
On BSNL telephone service in Jammu region, Mr Jain asked the concerned officers to work in coordination with other departments so that service remains as efficient as possible. He assured of all possible support from administration to avoid inconvenience to consumers.
Regarding telephone bills, it was highlighted that the bills reach consumers quite late for which they have to pay the penalty. The DGM BSNL assured to look into the matter. He apprised about the automatic bill enquiry number i.e 1951.
Interacting with the representatives from LPG, IOC, HP the Divisional Commissioner asked them to ensure quality, quantity and uniform charges. He said a regular check should be maintained on distributors and agencies and stern action taken against defaulters.
Regarding black marketing of LPG cylinders, Mr Jain said that drive should be initiated against defaulters and ensure domestic cylinders are not used at commercial establishments. He asked the CAPD Department to swing into action, seize such cylinders and publish the names of defaulters in newspapers.
On maintaining quality of milk, the Divisional Commissioner directed the concerned officers to formulate an effective system to check adulteration.
Regarding vaccination done to cows, Mr Jain asked the Animal Husbandry Department to immediately confiscate the vaccines from market and ensure these are available only at government hospital. He said besides causing health hazard it is sheer cruelty to animals. He asked for devising mechanism of licensing vendors, milk distributors and strengthen enforcement. He said there will be monthly review of prices to check profiteering and hoarding of essential commodities.
The Health Department was asked to upgrade education programme and take measures to avoid water borne diseases. He asked them to strengthen the district hospital to avoid congestion and heavy rush in GMC Jammu.
Jammu Municipal Corporation was directed to start fogging, sprays and sanitation drive in entire Jammu region. Mr Jain said that special sanitation campaign should be launched besides weekly sprays and fogging. He asked them to advertise in popular newspapers dates for fogging, sprays or sanitation drives in particular areas for public knowledge.
The Divisional Commissioner asked all the departments to prepare an action plan and submit by June.
